For a Modernized China: Deepening Reforms to Usher in a New Era of Ecological Protection and High-Quality Development in the Yellow River Basin

Ecological protection and high-quality development in the Yellow River Basin is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping at its core, from the perspective of the sustainable development of the Chinese nation and Chinese civilization. General Secretary Xi Jinping pointed out that the provinces along the Yellow River should implement the strategic deployment for ecological protection and high-quality development in the Yellow River Basin, and unswervingly follow the modernized path of ecological priority and green development. To implement the General Secretary's requirements, the nine provinces and regions along the Yellow River have adhered to the protection of the Yellow River Basin's ecology as the baseline for planning development and promoting high-quality development, adopting measures tailored to local conditions and implementing differentiated policies, so that the Yellow River can become a river of happiness benefiting the people. The winding Yellow River flows ceaselessly, magnificent as a painting. The Yellow River Basin is an ecological corridor connecting the Qinghai-Tibet Plateau, the Loess Plateau, and the North China Plain, and is an important ecological barrier and economic zone in China. Protecting the Yellow River is a grand plan that concerns the great rejuvenation and sustainable development of the Chinese nation. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has elevated ecological protection and high-quality development in the Yellow River Basin to a national strategy. General Secretary Xi Jinping has personally planned, deployed, and promoted it, visiting all nine provinces and regions along the upper, middle, and lower reaches of the Yellow River to make comprehensive arrangements for promoting ecological protection and high-quality development in the Yellow River Basin. The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed optimizing mechanisms for ecological protection and high-quality development in the Yellow River Basin. In September this year, General Secretary Xi Jinping inspected the Lanzhou section of the Yellow River and presided over a special symposium. He emphasized that it is essential to firmly grasp the strategic requirements of "focusing on protection and prioritizing governance," and to further deepen comprehensive reforms as the driving force to promote new progress in ecological protection across the entire basin, new achievements in green transformation, new effectiveness in high-quality development, and new improvements in people's lives. The main stream of the Yellow River has maintained Class II water quality for two consecutive years, and the proportion of inferior Class V sections in its tributaries has been reduced from 36.4% in 2011 to zero in 2023. The large-scale ecological protection and collaborative governance framework in the Yellow River Basin continues to improve. Currently, the nine provinces and regions along the Yellow River are deeply implementing a series of integrated protection and restoration projects involving mountains, rivers, forests, fields, lakes, grasslands, and sands, promoting the construction of a comprehensive ecological environment governance system throughout the upstream and downstream. Modigou, located in Hejin, Shanxi, is a gully about 10 kilometers long near the main stream of the Yellow River. In the past, there were five open-pit mines there, and the local authorities are accelerating the ecological restoration of the closed mines. Currently, Shanxi has restored over 13,000 hectares of abandoned historical mining areas. The provinces and regions along the Yellow River are actively promoting a comprehensive green transformation of development methods. Qinghai is accelerating the integrated development of clean energy and the digital economy, and has formulated the first local standard for green computing power. This year, the scale of data centers has continued to expand. Inner Mongolia, Shaanxi, and Ningxia have signed the "Framework Agreement for Coordinated Development of Energy and Chemical Industries," supporting joint major technological research and accelerating green energy transformation through upstream and downstream collaboration and full-chain layout. The Yellow River Basin boasts numerous World Cultural Heritage sites, and the total number of immovable cultural relics accounts for about 40% of the national total. The provinces and regions along the Yellow River are deepening research and excavation of Yellow River culture and protecting and inheriting cultural heritage, relying on the construction of the Yellow River National Cultural Park. Shandong has innovated cultural heritage protection models, implemented protection for major cultural relic areas, and key renovation and protection projects such as "Three Confucius Sites" and "Three Mencius Sites" are progressing smoothly. Henan has planned and constructed the "Yellow River Ancient Capital" No. 1 tourist highway, with a total length of over 4,800 kilometers, connecting natural and cultural landscapes along the Yellow River. Along the Yellow River, Yellow River culture has been incorporated into school curricula, and Yellow River study tours are flourishing. Today, ecological protection and high-quality development in the Yellow River Basin have reached a higher starting point. From the Three Rivers Source to the estuary, a "Yellow River Cantata" of ecological priority and green development is being performed. The nine provinces and regions along the Yellow River bear in mind General Secretary Xi Jinping's instructions, remain committed to their goals, and make sustained efforts to support high-quality development in the basin with a high-quality ecological environment, striving tirelessly for the Yellow River to forever benefit the Chinese nation.

Regions Enhance Field Management to Ensure Safe Wintering for Wheat and Rapeseed

Currently, winter wheat and winter rapeseed across the country are successively entering their overwintering period. Various regions are strengthening field management to ensure the safe overwintering of crops. During this autumn and winter planting season, the middle and lower reaches of the Yangtze River continue to implement key measures to expand acreage and increase production capacity for rapeseed. Hunan has allocated 1 billion yuan to support rapeseed production across the entire industry chain, guiding farmers in selecting planting machinery and promoting efficient integrated technologies. Currently, in Chating Town, Changsha City, local authorities are applying fertilizer using drones. Since October, the main winter wheat producing areas have experienced continuously high temperatures and good soil moisture, leading to excessive growth in some early-sown wheat. If the growth is too vigorous before overwintering, nutrients will be consumed prematurely, potentially leading to weaker seedlings next spring and affecting subsequent yield formation. Over 60 million mu of wheat in Shandong Province are successively entering the overwintering period. In Wucheng County, major grain growers are timely using wheat pressing machinery to carry out pressing operations, effectively controlling excessive growth by compacting the wheat seedlings. In major producing areas such as Shaanxi, Hebei, and Henan, recent rainfall has resulted in high soil moisture, making it difficult for agricultural machinery to enter the fields. Therefore, spraying growth retardants with drones has become the preferred measure, controlling wheat tillering while promoting root growth. Currently, the Ministry of Agriculture and Rural Affairs has dispatched six working groups to 13 major wheat and rapeseed producing provinces to conduct seedling surveys and provide guidance services.
