Xi Jinping's Important Article "Must Uphold Fundamental Principles and Innovate" Published in Qiushi Journal

The 23rd issue of Qiushi Magazine, published on December 1, features an important article by Xi Jinping, General Secretary of the CPC Central Committee, President of China, and Chairman of the Central Military Commission, titled "We Must Adhere to Upholding Fundamental Principles and Breaking New Ground." This article is an excerpt of important discourses by General Secretary Xi Jinping from January 2013 to August 2024. The article emphasizes that the great cause we are engaged in is unprecedented; upholding fundamental principles ensures we do not lose direction or make subversive mistakes, while breaking new ground enables us to grasp and lead the times. We must treat science with a scientific attitude and pursue truth with the spirit of truth. We must unswervingly uphold the basic tenets of Marxism, the Party's overall leadership, and socialism with Chinese characteristics. We must keep pace with the times, adapt to practical developments, embrace all new things with full enthusiasm, constantly expand the breadth and depth of our understanding, dare to utter new words never spoken before, and undertake things never done before, guiding new practices with new theories. The very proposition of adapting Marxism to the Chinese context and the needs of our times dictates that we must never abandon Marxism, our spiritual lifeline, nor must we abandon the excellent traditional Chinese culture, our cultural root. We must effectively integrate the essence of Marxist thought with the cream of excellent traditional Chinese culture, transforming them into new theoretical strengths and continuously scaling new heights of thought. The article points out that upholding fundamental principles and breaking new ground is an important ideological method for our Party in governing the country in the new era. Since the 18th National Congress of the Communist Party of China, our Party has continued to advance on existing foundations, adhered to a problem-oriented approach, comprehensively deepened reforms to address prominent contradictions and problems in modernization, and continuously achieved theoretical and practical innovations and breakthroughs, successfully promoting and expanding Chinese modernization. The exploration of Chinese modernization is a historical process of development through inheritance and innovation through upholding fundamental principles. On the new journey of advancing Chinese modernization, we must first safeguard the essence, origin, roots, and soul of Chinese modernization, unswervingly adhere to the Chinese characteristics, essential requirements, and major principles of Chinese modernization, adhere to the Party's basic theories, basic lines, and basic strategies, and adhere to a series of major principles and policies since the 18th National Congress of the Communist Party of China, ensuring the correct direction of Chinese modernization. At the same time, innovation must be placed in a prominent position in the overall national development. We must conform to the requirements of the times, focus on solving major theoretical and practical problems, actively identify, respond to, and seek change, vigorously promote theoretical innovation, practical innovation, institutional innovation, cultural innovation, and other innovations in all aspects, constantly opening up new development areas and new tracks, and shaping new development momentum and advantages. The article points out that it is essential to deeply understand and grasp the major principles of further comprehensively deepening reform. Adhering to upholding fundamental principles and breaking new ground requires both strong strategic resolve to remain unchanged in our path and aspirations, steadfastly upholding the Four Cardinal Principles and strengthening our "Four Confidences," as well as the courage and resolve to innovate and overcome challenges, continuously achieving new breakthroughs in reform. We must adhere to the unity of upholding fundamental principles and breaking new ground, resolutely changing what needs to be changed and not changing what should not be changed. No matter how reform proceeds, the fundamental things such as upholding the Party's overall leadership, upholding Marxism, adhering to the socialist path with Chinese characteristics, and adhering to the people's democratic dictatorship must never be shaken. At the same time, we must dare to innovate, reform what needs to be reformed and can be reformed well and thoroughly, and firmly grasp what has been identified as correct. The article points out that the Chinese nation is a nation that upholds fundamental principles and breaks new ground. We must adhere to upholding fundamental principles and breaking new ground, promote the adaptation of excellent traditional Chinese culture to socialist society, showcase the unique spiritual identity of the Chinese nation, and better build Chinese spirit, Chinese values, and Chinese strength. In the process of promoting the creative transformation and innovative development of excellent traditional Chinese culture, we must adhere to the fundamental guiding ideology of Marxism, inherit and carry forward revolutionary culture, develop advanced socialist culture, and seek inspiration from excellent traditional Chinese culture. Cultural workers in the new era must, with the integrity and vigor of upholding fundamental principles and breaking new ground, continue the historical脉络 and write contemporary chapters.

New Ideas Guide New Journey: Writing a New Chapter for High-Quality Belt and Road Cooperation

This year marks the beginning of the second golden decade of the Belt and Road Initiative (BRI), proposed by General Secretary Xi Jinping. Since the beginning of this year, the BRI's circle of friends has expanded, and its "gold content" has become higher, opening up a path of development and prosperity that benefits the world through high-quality development and unfolding a magnificent blueprint for jointly building a community with a shared future for mankind. In the past two days, a batch of goods from China, including automobiles, arrived at Chancay Port in Peru. At the same time, baskets of Peruvian specialties such as blueberries and avocados are continuously being sent to China. Half a month ago, General Secretary Xi Jinping and Peruvian President Dina Boluarte jointly attended the inauguration ceremony of Chancay Port via video link at the Presidential Palace in Lima. Chancay Port, located 80 kilometers north of Peru's capital Lima, is a key project of the China-Peru Belt and Road cooperation. After its opening, the one-way sea travel time between China and Peru will be shortened to 23 days, saving over 20% in logistics costs and creating more than 8,000 direct employment opportunities for Peru annually. During his recent trip to Latin America, General Secretary Xi Jinping and Brazilian President Luiz Inácio Lula da Silva jointly announced the elevation of China-Brazil relations to a "China-Brazil community with a shared future to jointly build a more just world and a more sustainable planet." They also agreed to align the Belt and Road Initiative with Brazil's development strategy, focusing on expanding and deepening cooperation in sustainable development, infrastructure, finance, energy transition, and aerospace, marking the comprehensive unfolding of the BRI's international cooperation layout in Latin America. In the autumn of 2013, General Secretary Xi Jinping successively proposed the major initiatives of the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road" during his visits to Kazakhstan and Indonesia. Over the past decade, from presiding over three Belt and Road construction symposiums to hosting three Belt and Road Forums for International Cooperation; from establishing the principles of extensive consultation, joint contribution, and shared benefits, adhering to the concepts of openness, greenness, and integrity, pursuing the goals of high standards, benefiting people's livelihoods, and sustainability, to announcing eight actions to support high-quality Belt and Road cooperation, General Secretary Xi Jinping has provided top-level design and strategic planning for Belt and Road cooperation, continuously enriching and developing the profound connotations of the Belt and Road Initiative. This year, during local inspections, the General Secretary repeatedly urged various regions to deeply integrate into high-quality Belt and Road cooperation. Coastal areas should vigorously promote innovative linkages in free trade zones and build demonstration zones for institutional opening up. Western regions should vigorously advance the construction of the New International Land-Sea Trade Corridor and promote development and opening up along the route. On multiple important international occasions, the General Secretary emphasized the need to work with all parties to continuously deepen and solidify high-quality Belt and Road cooperation, expand trade and investment cooperation, and enhance connectivity. Under the advocacy and deployment of General Secretary Xi Jinping, Belt and Road international cooperation has grown from nothing, flourished, and achieved fruitful results. A number of landmark projects such as the China-Laos Railway, the Hungary-Serbia Railway, and the Jakarta-Bandung High-Speed Railway have been completed one after another. Thanks to Belt and Road cooperation, the Maldives now has its first cross-sea bridge, villagers in arid areas of Senegal have more reliable access to drinking water, and Padma Bari village in Bangladesh has ended its history of no electricity. One by one, landmark projects and "small but beautiful" projects benefiting people's livelihoods have taken root. This year, high-quality Belt and Road cooperation has continued to deepen and solidify. China has signed cooperation plans for Belt and Road cooperation with multiple countries, including Egypt and Nigeria. Currently, more than 200 cooperation documents for Belt and Road cooperation have been signed with over 150 countries and more than 30 international organizations. This year, the China-Europe Trans-Caspian Direct Express was officially opened, establishing for the first time a new transport channel connecting the Eurasian continent and crossing the Caspian Sea. The "Silk Road Maritime" routes have added 10 new lines, now reaching 145 ports in 46 countries and regions; the "Air Silk Road" is flying wider and wider, with routes covering more than 200 cities worldwide; China-Europe freight trains are running more frequently, with cumulative departures exceeding 100,000, and the service network basically covers the entire Eurasian continent. A new chapter of Belt and Road cultural exchanges is also continuously being written. This year, China announced that it would establish 10 Luban Workshops in Africa in the future. The 34 Luban Workshops jointly built by China and 30 countries worldwide have already begun to train a large number of technical and skilled talents for the cooperating countries. This year, the scale of trade and investment between China and Belt and Road countries has steadily expanded. In the first 10 months, China's imports and exports with Belt and Road countries reached 16.94 trillion yuan, an increase of 6.2%. The value of new contracted engineering projects signed by Chinese enterprises in Belt and Road countries exceeded 1 trillion yuan, an increase of 17.1%. Today, high-quality Belt and Road cooperation not only opens up a path of opportunity for common prosperity for all countries but also opens up new horizons for China's open development, transforming the western regions from an "end" of opening up to a frontier. In the first three quarters of this year, the import and export trade of the western region was nearly 3 trillion yuan, a year-on-year increase of 8.9%, ranking first among all regions in terms of growth rate. On the new journey, China will unswervingly promote the high-quality development of Belt and Road cooperation, join hands with the world, and jointly write a new chapter of the Silk Road era of dialogue and consultation, joint contribution and shared benefits, win-win cooperation, and exchanges and mutual learning, making new and greater contributions to building a community with a shared future for mankind.

Regions Accelerate Agricultural Infrastructure Construction

Various regions are seizing favorable opportunities to accelerate the construction of agricultural infrastructure, laying a solid foundation for next year's agricultural production and ensuring food security. Focusing on "high standards" leads to "high yields." Currently, high-standard farmland construction is bustling across the country. In Heilongjiang, large-scale grid field transformation is underway to convert basic farmland into modern, high-yield, stable-yield, drought and flood-resistant fertile fields suitable for cultivation. This aims to achieve "fields in blocks, canals in networks, roads connected, and ditches linked." This year, the state supported Heilongjiang Province in constructing 22.09 million mu of high-standard farmland in two batches. Inner Mongolia Autonomous Region, which is undertaking the construction of 10.86 million mu of high-standard farmland, is seizing the window period before the ground freezes to accelerate construction. In Xiaotiemao Village, Tumoch Left Banner, Hohhot City, the construction of over 2,000 mu of high-standard farmland will be fully completed by December 20. Agricultural irrigation areas in various regions are also stepping up the renovation of supporting facilities to efficiently transport water resources to farmland. In the Yellow River beach area of Xinxiang, Henan, large construction machinery is dredging ditches, clearing slopes, and compacting canal shoulders to build and renovate irrigation channels, preparing for spring irrigation next year. Jiangxi, building on the laying of large water pipelines for over 1.6 million mu of farmland, will also install a digital water distribution system to precisely allocate water based on reservoir storage and farmland water demand, transforming traditional irrigation areas into smart irrigation areas. In the Dongting Lake area, Yuanjiang, Hunan, a key national grain production base, is undergoing pump station construction. As the existing drought-resistant facilities can no longer meet agricultural irrigation needs, after the new irrigation system is built, 245,000 mu of grain fields in the Dongting Lake area will be able to irrigate during droughts and drain during floods. Aiming at modern agricultural industries, various regions are also accelerating the construction of facility agriculture and supporting service facilities. Gansu is developing modern cold-resistant and drought-resistant characteristic agriculture through facility agriculture construction. In Zhangye, new Hami melon greenhouses are being built to prepare for expanding production next year, forming a thousand-mu Hami melon planting base. In Shenxian, Liaocheng, Shandong, the local government is stepping up the digital upgrading and renovation of vegetable greenhouses. It is expected that over 200,000 mu of vegetable greenhouses will be upgraded and renovated this year to improve the quality of fruit, vegetable, and mushroom cultivation. Shandong Province also proposes that by 2025, the total output value of modern facility agriculture in the province will reach 550 billion yuan. Anhui this year is accelerating the construction of centralized seedling raising facilities and grain drying centers. In Feixi, Anhui, a modern agricultural comprehensive service center with a total investment of 460 million yuan is gradually being completed, with the main structures already finished and debugging begun. This will create an Anhui germplasm innovation industrial park, a seed fine processing center, and a raw material warehouse, achieving "one-stop" comprehensive agricultural services.

Cultural China Tour: Bamboo and Wood Carry History, Cultural Veins Inherit Past and Present

Bamboo and wooden slips, collectively known as "jian du" (简牍), refer to the ancient Chinese writing surfaces made from bamboo and wood. Before the widespread use of paper, these slips recorded the magnificent historical chapters of the vast Chinese civilization. Yunmeng in Hubei was a strategic location where the north and south converged during the Spring and Autumn and Warring States periods, and it was the earliest area where Qin slips were discovered and unearthed. Numerous unearthed slips provide precious written records for studying the gradual integration and development of Qin and Chu cultures. Yunmeng has successively unearthed eight batches of over 3,000 Qin to early Han slips. The bamboo slips from Qin Tomb No. 11 at Shuihudi, unearthed in 1975, were the first Qin slips discovered in Chinese archaeology. Their vast number, over a thousand bamboo slips and tens of thousands of characters, reflect important historical facts and information regarding politics, economy, culture, military, and law from the late Warring States period to the Qin Shihuang era. The "Tian Lv" (Field Laws) from the Shuihudi Qin slips records laws concerning farmland irrigation, mountain and forest protection. It mentions not felling trees in mountains and forests during spring, reflecting the ancient Chinese people's ecological protection philosophy of respecting nature. Additionally, two wooden slips were unearthed from Qin Tomb No. 4 at Shuihudi, Yunmeng, which are known as China's earliest family letters – the letters of Hei Fu and Jing. These two letters were written in February and March of the 24th year of Qin Shihuang's reign, just before Qin unified the six states. The letters repeatedly use the greeting "Mu Yang Ye?" (Are you well?), conveying the ordinary soldiers' concerns and longing for their families, allowing people to deeply appreciate the meaning of "a family letter is worth ten thousand pieces of gold." Wooden "gu" (觚) are a special form of Chinese slips. In 2021, a wooden gu unearthed from the Zhengjiahui tomb complex in Yunmeng, inscribed with about 700 characters, was hailed as "China's first long wooden gu." It primarily records the story of the strategist "Tu" persuading the King of Qin to cease hostilities and implement benevolence, providing valuable written material for exploring important historical events during the Spring and Autumn and Warring States periods. As interpretation and research deepen, the cultural codes hidden within the slips are continuously being deciphered, making the diverse yet unified Chinese civilization appear more real and vivid.
