Xi Jinping Issues Important Instructions on Building and Researching Marxist Theory in the New Era, Stresses Rooting in China and Promoting Chinese Culture, Laying Academic Foundation for Greater Contributions to Sinicization and Modernization of Marxism; Cai Qi Attends and Addresses Conference on Marxist Theory Research and Construction Project

Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, recently issued important instructions on the project of Marxist theoretical research and construction in the new era. He pointed out that the project is a fundamental and strategic undertaking for the Party's ideological and theoretical development. Over the past 20 years, the project has consistently focused on the central tasks and served the overall interests, producing a large number of high-quality research achievements. It has played a crucial role in studying, researching, and publicizing the Party's innovative theories, and in consolidating Marxism's guiding position in the ideological sphere. Xi Jinping emphasized that in the new era and on the new journey, it is essential to uphold fundamental principles and break new ground. The focus should be on studying, publicizing, and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, striving to deepen systematic and theoretical research and interpretation, and enhancing the targeting and effectiveness of study and publicity to ensure the Party's innovative theories resonate more deeply with the people. It is crucial to adhere to the "two integrations" (integrating the basic tenets of Marxism with China's specific realities and with fine traditional Chinese culture), taking root in Chinese soil, continuing the Chinese cultural lineage, and strengthening academic foundations. In-depth research should be conducted on major issues in the practice of comprehensively advancing the building of a strong nation and the great cause of national rejuvenation through Chinese modernization. Efforts should be accelerated to build an independent knowledge system of Chinese philosophy and social sciences, and to cultivate high-quality theoretical talent, thereby making greater contributions to the Sinicization and modernization of Marxism. A working conference on the project of Marxist theoretical research and construction was held in Beijing on November 29. Xi Jinping's important instructions were conveyed at the meeting. Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and secretary of the Secretariat of the CPC Central Committee, attended the meeting and delivered a speech. In his speech, Cai Qi pointed out that General Secretary Xi Jinping's important instructions profoundly clarified the status and role of the Marxist theoretical research and construction project, specified the tasks and requirements for upholding fundamental principles and breaking new ground in the study, research, and publicity of the Party's innovative theories, and expressed earnest hopes for promoting the Sinicization and modernization of Marxism by adhering to the "two integrations," providing important guidance for the implementation of the project in the new era. Cai Qi noted that since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at its core has attached great importance to strengthening the Party ideologically and theoretically. General Secretary Xi Jinping has delivered a series of important discourses on strengthening Marxist theoretical research and construction, profoundly answering the directional and fundamental questions of upholding and developing Marxism, and systematically elaborating on the direction, goals, basic principles, fundamental tasks, and key work of Marxist theoretical research and construction. We must deeply grasp the decisive significance of the "Two Establishments" (establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era) and resolutely uphold the "Two Safeguards" (safeguarding Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and safeguarding the authority of the Party Central Committee and its centralized, unified leadership), ensuring a comprehensive understanding and integrated implementation. Cai Qi emphasized that innovating the Marxist theoretical research and construction project must take the study, research, and publicity of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its fundamental task. It should enhance the targeting and effectiveness of study and education, deepen systematic and theoretical research and interpretation, and increase the attractiveness and appeal of publicity and popularization. Research on the basic principles of Marxism should be deepened, and in-depth answers should be provided to specific practical questions in China. The rich connotations and contemporary value of excellent traditional Chinese culture should be thoroughly explored, and research and understanding of the "two integrations" should be continuously strengthened to continuously stimulate theoretical creativity. Guided by the Party's innovative theories, and adapting to the requirements of the times and based on China's realities, systematic refinement and summarization of distinctive concepts and original theories should be promoted to foster the construction of an independent knowledge system of philosophy and social sciences. Organizational leadership should be strengthened, institutional mechanisms should be improved, incentives and guarantees should be enhanced, a sound academic ecosystem should be fostered, and efforts should be accelerated to form a working structure characterized by strong coordination, scientific management, and innovation incentives. Li Shulei presided over the meeting. Chen Yiqin attended the meeting. Responsible comrades from the Central Party School (National Academy of Governance), the Institute of Party History and Literature of the CPC Central Committee, the Ministry of Education, and the Chinese Academy of Social Sciences, representatives of project advisory committee members, representatives of theoretical work platforms, and relevant experts and scholars delivered exchange speeches. Members of the Central Leading Group for Propaganda, Ideological, and Cultural Work, principal responsible comrades from the project's supervising units, central propaganda and cultural units, relevant people's organizations, some project advisory committee members and experts, and principal responsible comrades from local Party committees' publicity departments and centrally managed universities attended the meeting.

Anchoring Modernization and Deepening Reform: Promoting Downward Shift of Quality Medical Resources for Equitable and Accessible Health Services

Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at its core has prioritized the health of the people as a strategic imperative. Focusing on primary-level healthcare, it has established the world's largest medical and health service system. The Third Plenary Session of the 20th CPC Central Committee put forward new requirements and arrangements for deepening the reform of the medical and healthcare system. Localities are further promoting the expansion and downward shift of high-quality resources and their balanced regional distribution, striving to provide the public with more efficient, systematic, continuous, and equitable health services. Since November, 44 national medical teams have been conducting mobile medical assistance in 17 central and western provinces, specifically in key counties supported for rural revitalization and in ethnic minority concentrated areas with weak medical service capabilities. Through concentrated lectures, teaching rounds, and other forms, they are improving the clinical technical skills of local doctors and bringing high-quality medical services closer to the people. Accelerating the expansion and downward shift of high-quality medical resources and their balanced regional distribution is crucial for enhancing primary-level medical and health service capabilities. Since the 18th CPC National Congress, General Secretary Xi Jinping has repeatedly emphasized that people's health is an important indicator of socialist modernization. The goal of deepening medical and healthcare system reform is to address the most pressing and direct concerns of the public regarding prevention, healthcare, and medical treatment, and to resolve the issues of unbalanced and insufficient development in health undertakings. The Third Plenary Session of the 20th CPC Central Committee further deployed efforts to deepen medical and healthcare system reform and implement a health-priority development strategy. It proposed accelerating the establishment of a tiered diagnosis and treatment system, promoting the construction of closely integrated medical consortia, and strengthening primary-level medical and health services, thus pointing the direction for further advancing the tiered diagnosis and treatment system. To ensure that "major illnesses are treated within the province," 13 categories of national medical centers have been established across the country, and 125 national regional medical center projects are underway in 29 provinces. Over 1,400 diagnosis and treatment technologies have been applied in aided provinces, and the number of inter-provincial and inter-regional medical visits has steadily declined. The next step is to focus on enabling established medical centers and healthcare centers to effectively exert their radiating influence within their regions, thereby driving an overall improvement in regional medical service levels. To ensure that "common illnesses are resolved at the city or county level," the nation continues to implement the "Thousand County Project" and the "Ten Thousand Doctors Support Rural Health Project," and carries out "group-based" medical talent assistance. This includes supporting 35 hospitals in Tibet, Xinjiang, and Qinghai, and 158 county-level people's hospitals in key counties supported for rural revitalization. The next step is to establish a stable mechanism for personnel decentralization, where experts from tertiary hospitals are dispatched to county-level hospitals for long-term on-site guidance in medicine, pharmacy, nursing, etc., to improve the diagnosis and treatment capabilities and service levels of city and county hospitals. To ensure that "daily aches and pains are resolved in the countryside," nearly 90% of counties nationwide have achieved full coverage of county-level hospital personnel stationed in township health centers. Medical consortium imaging centers cover 66.9% of township health centers nationwide, and the proportion of medical visits to primary medical and health institutions remains above 50%. By the end of 2027, closely integrated medical consortia are expected to basically achieve full coverage in counties and districts, further enhancing the accessibility and convenience of primary medical services. Anchoring the goals of basically achieving socialist modernization and building a healthy China by 2035, all regions and departments are guided by General Secretary Xi Jinping's important instructions and directives on building a healthy China, implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee, and continuously promoting the shift from a "disease-centric" approach to a "people's health-centric" approach. They are comprehensively advancing the construction of a healthy China, solidifying the health foundation for realizing the Chinese Dream of national rejuvenation.

White Paper "Development of China's Rural Roads in the New Era" Released Today

Today (November 29), the State Council Information Office held a press conference to release the white paper titled "Development of Rural Roads in China in the New Era." The white paper systematically introduces China's policy concepts for rural road development and comprehensively elaborates on the country's measures to steadily advance rural transportation infrastructure construction, continuously improve rural road governance capabilities, continuously enhance maintenance efficiency, and improve rural road service levels. Over the past decade, China has continuously promoted the high-quality development of "Four Good Rural Roads" (building, managing, maintaining, and operating rural roads well). The rural transportation infrastructure network, which connects villages and townships and forms a comprehensive network, has established a universally beneficial and equitable rural transportation service system. Farmers' travel has improved from "being able to travel" to "traveling well," and rural logistics has progressed from "being able to transport" to "smooth transportation." The problem of "difficulties in travel" in rural areas has been historically resolved. China has also comprehensively implemented the "road chief system" as a means of "managing well," accelerating the establishment of a standardized and efficient rural road governance system. "Three parts construction, seven parts maintenance" – with "maintaining well" as a guarantee, China is accelerating the improvement of a diversified and applicable rural road management and maintenance mechanism. As of the end of 2023, the good and medium road rate for rural roads in China increased from 79% at the end of 2013 to 91.1%. With "operating well" as the objective, China is accelerating the improvement of a convenient and balanced rural transportation service system. As of now, over 1,500 county-level administrative regions nationwide have carried out integrated passenger, cargo, and postal services in rural areas. In the first half of this year, the number of mail and express deliveries transported through integrated rural passenger, cargo, and postal services exceeded 900 million.

National Autumn Grain Procurement Exceeds 100 Million Tons

The National Food and Strategic Reserves Administration announced today (November 29) that as of now, the cumulative autumn grain procurement nationwide has exceeded 100 million tons, a faster pace than in previous years. Currently, mid-to-late indica rice in southern regions, and japonica rice, corn, and soybeans in northeastern regions have all entered a concentrated period of increased supply. As the primary implementer of national policy grain procurement, China Grain Reserves Group (Sinograin) has completed the upgrade of intelligent granary systems in over 900 locations. At Sinograin's Linyi direct warehouse, the newly installed hydraulic tipping unloader and fully automatic hoist can move 300 tons of grain into storage per hour, significantly improving efficiency. In areas like Fujin and Huanan in Heilongjiang, after heavy snowfall and strong winds, China CO-OP Grain & Oil Group and local granaries are working closely to provide quality services, ensuring farmers can sell their grain comfortably in the cold winter. Moving forward, the National Food and Strategic Reserves Administration will continue to implement differentiated policies for various grain varieties, coordinate market-based procurement and policy-based reserves, fully mobilize the enthusiasm of diverse market entities to participate, and ensure smooth grain sales for farmers and stable market operations.

China's Logistics Operations Show Steady Improvement, Increased Efficiency

The China Federation of Logistics & Purchasing announced today (November 29) the logistics operation data for January to October this year. At Xinghua Port in Taizhou, Jiangsu, the transport volume of sand, stone, and other building materials has significantly increased this year. Cheng Cheng, a ship owner who frequently transports cement to Xinghua Port, has also significantly improved the efficiency of finding cargo through online freight platforms. The continuous breakdown of "information silos" in the logistics sector and the accelerated application of new technologies like unmanned vehicles are all enhancing the efficiency of logistics operations. In terms of railways, by accelerating the construction of a nationwide express freight logistics network and improving the capacity of major freight corridors, the overall efficiency of freight train transportation has increased by 3.7%. In the air transport sector, in October, multiple all-cargo aircraft routes continued to be expanded. Additionally, by opening new cross-border postal routes and increasing the number of chartered flights, assistance is being provided to the rapid development of cross-border e-commerce.

Since the beginning of this year, various regions have actively promoted the trade-in of consumer goods. Data shows that as of early November, over 30 million people have participated in the consumer goods trade-in program, driving sales exceeding 400 billion yuan. Localities, in line with their market demands, have included more consumer goods in the subsidy scope, and major businesses are also making full efforts to launch new products and boost sales. Guizhou has added high-quality consumer goods such as domestically produced mobile phones and tablet computers to the existing trade-in promotions for 17 categories of home appliances and 12 categories of home furnishings. The coverage is expanding, benefiting more groups. In Zhejiang, policies and detailed rules for consumer subsidies supporting home-based elderly care renovations have been introduced, focusing on five aspects such as safe toileting and bathing, and adaptation of assistive devices, providing a maximum subsidy of 20,000 yuan for elderly households. Services are being optimized to ensure that various benefits reach consumers more conveniently and quickly. In Chongqing, trade-ins are continuously boosting car consumption. At a car dealership in Bishan District, people are constantly consulting and test-driving, and businesses have set up special workstations to introduce preferential policies and specific procedures. Hebei has created a "one-stop" processing platform to address difficulties and pain points such as multiple locations for people to visit and long regulatory chains for electric bicycle trade-ins.
