General Secretary Xi Jinping emphasized that the development of the western region is a major strategic decision made by the Party Central Committee. Its implementation must be consistently pursued, focusing on grand protection, grand opening, and high-quality development, and accelerating the construction of a new development pattern. Embarking on a new journey, the western region is leveraging deepened reform to strive for a new chapter in its development within the framework of Chinese modernization. The western region accounts for 72% of the country's land area and 27% of its population, playing a crucial role in the overall reform, development, and stability of the country. Data from the National Development and Reform Commission and other departments show that in the first half of this year, the western region delivered a high-quality economic development report card: it encompassed the top three provinces in terms of economic growth nationwide, ranked second among the four major regional blocs in economic growth, and first in the growth rate of total imports and exports. Its distinctive and advantageous industries are rapidly expanding, and new breakthroughs have been made in opening up and cooperation. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has visited all 12 provinces, autonomous regions, and municipalities in the western region, providing guidance for the high-quality development of the western region in the new era. The General Secretary emphasized the need for consistent implementation of the Party Central Committee's policies and measures to promote the development of the western region, further forming a new pattern of grand protection, grand opening, and high-quality development, and enhancing the region's overall strength and sustainable development capabilities. The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed improving the institutional and policy system for forming a new development pattern in the western region. On August 23, a meeting of the Political Bureau of the CPC Central Committee reviewed the "Several Policy Measures to Further Promote the Formation of a New Development Pattern in the Western Region," emphasizing the need for comprehensive deepening of reform to forge a path of Chinese modernization that aligns with the region's realities. Reform is driving high-quality development. Inner Mongolia has issued 22 detailed rules for the revitalization of its dairy industry, strengthening support in areas such as forage seed breeding, breeding subsidies, and raw milk processing to promote industrial upgrading and efficiency. Gansu has tackled policy bottlenecks from planning, grid connection, and consumption to create the "Clean Gansu Power" brand. Sichuan has established seven innovation consortia, led by enterprises, to advance technological breakthroughs in fields such as green hydrogen and humanoid robots. Chongqing is conducting a national-level pilot application of "vehicle-road-cloud integration" for intelligent connected vehicles. In Chongqing High-tech Zone of Western Science City, approximately 50 kilometers of urban intelligent road sensing continuous coverage has been achieved, successfully connecting over 1,200 networked vehicles. Reform is also contributing to high-level protection. The "Horizontal Ecological Protection Compensation Agreement for the Yellow River Basin (Qinghai-Gansu Section)" was signed, stipulating that Qinghai and Gansu will jointly raise funds to establish an ecological compensation fund, promoting joint governance and coordinated protection of the Yellow River main stream and its primary tributary, the Huangshui River, between the two provinces. In Tibet, over 50% of the region's land area has been designated as ecological protection red lines, and the local authorities are improving the modern environmental governance system. Ningxia, in cooperation with neighboring provinces, is jointly implementing "engineering sand control + ecological governance" to promote joint prevention and control in the 280-kilometer provincial border-related areas of the Maowusu Desert and the 153-kilometer provincial border-related areas of the Tengger Desert. Reform is boosting the level of open economy. Guangxi has broken down data barriers between departments, enabling real-time system docking between Beibu Gulf Port and railway central stations, improving sea-rail intermodal efficiency by about 50%. In the China (Xinjiang) Pilot Free Trade Zone, 60 reform pilot tasks have been implemented. The "local direct access" model has been extended from ports to inland port areas, allowing import and export goods from Urumqi to directly exit after arriving at the port, without secondary warehousing and transshipment, reducing the overall logistics time by an average of 4 to 5 days. A new pattern of opening up that links land and sea, and facilitates two-way interaction between east and west, is accelerating its formation in the western region. Reform is supporting rural revitalization. Guizhou has improved rural industrial development mechanisms and implemented a talent support program for rural revitalization to address shortcomings in rural development. In Rongjiang County, local authorities have seized the cultural and tourism industry driven by "Village Super League" to continuously extend the industrial chain. Themed hotels, restaurants, and cultural and creative shops have opened one after another, offering opportunities to watch football games and experience folk customs, with new business formats flourishing. Yunnan is promoting a "linking farmers with enterprises" model, encouraging young people to return to their hometowns for entrepreneurship, and increasing support for local employment. Shaanxi this year launched a five-year action plan for building distinctive modern agricultural industrial chains, allowing farmers to be deeply embedded in the industrial chains and share in the added value. Anchoring modernization, reform looks to the future. Today, a more vibrant, open, and beautiful western China is seizing the momentum to write a new chapter of high-quality development.

Shandong Province has deeply studied and implemented the spirit of the Third Plenary Session of the 20th CPC Central Committee, accelerating the planning and construction of a new energy system, further developing nuclear, solar, wind, and energy storage clean energy, and leading the green transformation of energy. Not long ago, significant progress was made in the construction of the second phase of Haiyang Nuclear Power Plant, a key project of the national "14th Five-Year Plan," located in Yantai, Shandong. Unit 3 has entered the equipment installation phase, and the construction of Unit 4 is also being accelerated. Both units adopt China's independently designed third-generation advanced nuclear power technology. Shandong Province's total energy consumption and carbon emissions both account for nearly one-tenth of the national total. The Third Plenary Session of the 20th CPC Central Committee proposed improving green and low-carbon mechanisms. In thorough implementation of the plenum's spirit, Shandong is accelerating the construction of a new energy system. Along the coast, it is actively building a ten-million-kilowatt-class nuclear power clean energy base in the Jiaodong Peninsula, including the second phase of Haiyang Nuclear Power. Currently, the province's installed nuclear power capacity, including those under construction and already operational, totals 14.21 million kilowatts, ranking among the top in the country. At the same time, Shandong is also accelerating the construction of wind power bases offshore and in the Yellow River coastal areas; promoting integrated development of wind, solar, storage, and transmission in the salt-alkali flats of northern Shandong; and building high-efficiency photovoltaic bases in the coal mining subsidence areas of southwestern Shandong. It has also taken the lead nationwide in issuing policies to support the construction of long-duration energy storage projects to promote the consumption of "green electricity." This year, Shandong's new energy installed capacity exceeded 100 million kilowatts, becoming the first province in China's eastern coastal region to have over 100 million kilowatts of new energy installed capacity. This can save 54 million tons of standard coal annually, reduce carbon dioxide emissions by over 140 million tons, and generate 190 billion kilowatt-hours of "green electricity," ensuring that all new electricity consumption in the province is supplied by "green electricity." Structural adjustments in the traditional coal-fired power industry are also accelerating. In Jinan, on the banks of Daming Lake, the Minghu Thermal Power Plant, which had been operating for over 40 years, was officially dismantled. By the end of September this year, the proportion of coal-fired power installed capacity in Shandong Province had decreased to 47.2%.

In Changde, Hunan, students personally experienced the entire modern agricultural chain of grain production, processing, transportation, and storage, deeply understanding the hard-won nature of grain. At the Deqing Youth Activity Center in Zhejiang, Young Pioneers operated "sound, light, and electricity" physics experiments, experiencing the mysteries of science while also planting the seeds of serving the country through science.
