People's Daily Commentator Article: Saluting Meritorious Role Models, Promoting Heroic Spirit

Tomorrow (September 14), People's Daily will publish a commentator article titled "Saluting Meritorious and Exemplary Figures, Promoting the Spirit of Heroes."

Upholding and Improving the System of People's Congresses, Developing Whole-Process People's Democracy

The people's congress system is China's fundamental political system. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee, with Comrade Xi Jinping at its core, has attached great importance to and comprehensively strengthened the Party's leadership over the work of people's congresses, promoting significant achievements in the theoretical and practical innovation of the people's congress system. The people's congress system has become more mature and well-developed, and the people's exercise of their power as masters of the country is concrete, practical, and implemented in all aspects of national political and social life. The people's congress system is an important institutional carrier for realizing China's whole-process people's democracy. Over the past decade in the new era, China has continuously improved the institutional system for the people to be masters of the country, enriched democratic forms, smoothed democratic channels, and expanded the people's orderly political participation. The people's exercise of their power as masters of the country has been truly implemented in all aspects of political and social life, and the institutional channels for the people to participate in national governance and social governance have become increasingly rich. Establishing grassroots legislative contact points is one of the innovative measures adopted by the National People's Congress to implement whole-process people's democracy. Since the establishment of the first batch of grassroots legislative contact points in 2015, 45 such points have been established to date, achieving full coverage of all 31 provinces (autonomous regions and municipalities). The Legislative Affairs Commission of the Standing Committee of the National People's Congress has successively solicited over 30,520 opinions and suggestions from contact points on 185 draft laws, draft legislative plans, and record-review work, with over 3,300 opinions and suggestions being absorbed into legislative research, ensuring that grassroots public opinion is directly conveyed to the national legislative body. Giving play to the role of people's congress deputies is an important manifestation of the people's exercise of their power as masters of the country. People's congress deputies serve as a link between the Party and the government on one hand, and the people on the other. More than 200,000 deputies' homes and liaison stations have been established nationwide. Under the leadership of Party organizations, deputies at all five levels enter these deputies' homes and liaison stations, fulfill their duties as deputies, leverage their professional expertise, deeply listen to the opinions of the people, and promote the resolution of urgent and difficult issues concerning the people. Since the 18th CPC National Congress, the pace of scientific legislation, democratic legislation, and law-based legislation has become more robust.
