Xiamen's Development Strategy: Turning Blueprints into Action for Growth and Public Well-being

In the 1980s, Comrade Xi Jinping, then a member of the Standing Committee and Executive Vice Mayor of the Xiamen Municipal Committee of the Communist Party of China, led the formulation of the "Xiamen Economic and Social Development Strategy from 1985 to 2000" (hereinafter referred to as the "Xiamen Development Strategy"). Gulangyu Island, with its picturesque scenery and melodious piano music in summer, attracts tourists from home and abroad. Gulangyu is Xiamen's calling card. Compared to its current state as a sea garden and music island, over 30 years ago, its natural landscapes were encroached upon, and historical buildings were in disrepair. Baguazhou (Eight Diagrams Mansion) is a landmark building on Gulangyu Island, with a history of over a century. One day in 1986, Comrade Xi Jinping, then a member of the Standing Committee and Executive Vice Mayor of the Xiamen Municipal Committee, visited the building. "With every step, the old floorboards creaked, and the roof had long-term leaks leaving brown mold stains." Urban development must not undermine cultural heritage. Comrade Xi Jinping regarded Gulangyu Island as a national treasure. In the "Xiamen Development Strategy" that he led and organized, a special chapter elaborated on Gulangyu's socio-cultural value, proposing "an urgent need for a unified plan that manages the overall situation." This also marked the beginning of a new chapter in the scientific protection of Gulangyu. Under the leadership and promotion of Comrade Xi Jinping, the planning team spent nearly a year thoroughly assessing the scenic spots in Xiamen, including Gulangyu. More than 50 historical buildings, including Baguazhou, became an important foundation for Gulangyu's successful inclusion in the World Heritage List in 2017. A good ecology is related to people's well-being. What is the relationship between the economic construction of the special zone and the ecological environment? Comrade Xi Jinping had been pondering this question, stating, "Can we engage in construction in one aspect by destroying another? I believe it is very clear that Xiamen cannot exchange other aspects of development at such a cost." When compiling the "Xiamen Development Strategy," he included "ecological environmental issues" as a special chapter in the regional economic and social development plan, which was a pioneering move nationwide. More than 30 years ago, the environmental problems of Yundang Lake gradually became apparent during the rapid urban development. How to manage it became a development challenge for Xiamen. Respond to people's calls. The "Xiamen Development Strategy" proposed concentrating efforts to actively manage Yundang Lake, making the lake clear and transforming it into a beautiful urban scenic area. In March 1988, Comrade Xi Jinping also specifically convened a meeting on "Comprehensive Management of Yundang Lake," forming a leading group for its management and proposing to allocate 10 million yuan annually for two consecutive years for the lake's governance. Comrade Xi Jinping creatively put forward the "20-character guideline": "governing the lake according to law, treating sewage, dredging and building banks, activating water bodies, and beautifying the environment." Following this approach, Xiamen City successively completed five phases of comprehensive governance of Yundang Lake, achieving an ecological transformation from point to area, from underwater to shore, and from single governance to joint governance. Currently, the sixth phase of comprehensive governance of Yundang Lake is underway. Transforming the planning blueprint into concrete actions to solve development problems and improve people's well-being. Among the six strategic goals set in the "Xiamen Development Strategy," direct livelihood-related content accounted for half. One blueprint was followed through to the end. Xiamen's livelihood expenditure has long accounted for more than 70% of public financial expenditure. It was among the first to establish a comprehensive and integrated urban-rural medical insurance and old-age security system, and to build a multi-level housing security system. Social governance innovations such as community grid management services are at the forefront nationwide. The successful practice of the "Xiamen Economic and Social Development Strategy from 1985 to 2000" demonstrates that to scientifically plan economic and social development for the "15th Five-Year Plan" period, we must remain true to our original aspirations and make benefiting the people the fundamental value orientation.

Li Qiang Meets Greek Deputy Prime Minister

China's Service Trade Grows 7.7% in First Five Months

Latest data from the Ministry of Commerce shows that in the first five months, China's total service trade reached 3.25436 trillion yuan, a year-on-year increase of 7.7%. Of this, exports were 1.40337 trillion yuan, up 15.1%, and imports were 1.85099 trillion yuan, up 2.7%. While service trade maintained steady growth, its structure was further optimized. From January to May, knowledge-intensive service trade reached 1.24927 trillion yuan, an increase of 5.0%. Among these, other business services, as well as telecommunications, computer, and information services, had significant trade volumes, effectively boosting economic growth and industrial structure upgrading. From January to May, travel services continued to grow rapidly, reaching 920.05 billion yuan in trade, an increase of 12.2%, making it the largest sector in service trade.

The latest data released by the State Taxation Administration shows that from January to May this year, the main tax and fee reductions and rebates supporting scientific and technological innovation and manufacturing development reached 636.1 billion yuan. Nearly 20,000 Visit Shandong Aircraft Carrier Group's Open Day in Hong Kong
