Not long ago, a direct shipping route to South America opened at Xiamen Port, shortening the shipping time from Fujian to the west coast of South America by about one-fifth. As a national key-built international shipping center in Southeast China, Xiamen Port handled over 4.9 million TEUs in the first five months of this year. Xiamen is one of the four earliest special economic zones established in China. In June 1985, Comrade Xi Jinping took office in Xiamen as a Standing Committee member and Executive Vice Mayor of the Municipal Party Committee. In that same year, the State Council approved expanding the Xiamen Special Economic Zone from its original 2.5 square kilometers to the entire island of 131 square kilometers, and gradually implementing certain free port policies. In 1986, Comrade Xi Jinping led the establishment of the Xiamen Economic and Social Development Strategy Research Office. At the mobilization and deployment meeting, he pointed out that for modern economic construction, we must have a long-term perspective and an overall plan, rather than focusing only on immediate concerns and reacting to events, which would lead to less effective results and even loss of direction, losing the initiative in the overall situation. To grasp the overall situation, finding the correct strategic positioning is key. At that time, Comrade Xi Jinping acutely observed that the world's economic center would shift from the Atlantic to the Pacific. Xiamen had historically been a very important port on the west coast of the Pacific, and Xiamen's development needed to align with this current economic development trend, and on this basis, formulate a strategy. In 1987, he led a research group to Singapore to study free port construction and learn from their experience, seeking positioning and coordinates for Xiamen's development. Once the positioning was clear, how should the content be formulated? Comrade Xi Jinping proposed to conduct research first, then make decisions. He led teams multiple times to consult well-known experts in relevant fields, and guided over 100 staff members from more than a dozen units to conduct research on Xiamen's strategic priorities, industrial structure, and other aspects. This unified top-level design with soliciting public opinion. Comrade Xi Jinping also arranged for relevant departments to launch a征文 activity in the "Xiamen Daily" titled "Xiamen in My Mind in 2000," which sparked a city-wide discussion. Among the suggestions put forward by citizen Zhou Dingcheng was "building Xiamen into a marine tourism destination." After repeated deliberations and a year and a half, the "Xiamen Economic and Social Development Strategy (1985-2000)" was released. The "Xiamen Development Strategy" consists of over 200,000 characters, divided into 21 special topics, making it one of the earliest 15-year economic and social development strategies compiled by a local government in China. Planning precedes action. For over 30 years, Xiamen City has consistently implemented this blueprint, with successive administrations working tirelessly to transform the grand vision outlined in the "Xiamen Development Strategy" into a beautiful reality. Today, with the same sea breeze and waves, Xiamen has undergone a complete transformation. In 2024, Xiamen's GDP reached 858.9 billion yuan, 468 times that of 1985, boasting 10 industrial clusters with a scale exceeding 100 billion yuan, including flat panel displays, machinery and equipment, and financial services, while the trade and logistics industry exceeded one trillion yuan in scale; strategic emerging industries such as biomedicine, new energy, and new materials are accelerating their layout; and a multi-level, all-round, comprehensive economic opening-up pattern has gradually formed, covering special economic zones, bonded zones, bonded port areas, pilot free trade zones, and BRICS innovation bases.

Data from the Ministry of Industry and Information Technology shows that in the first five months of this year, China's software and information technology services industry maintained a good operating trend, with both revenue and profit achieving double-digit growth.
