Xi Jinping, Congolese President Exchange Congratulatory Messages to FOCAC Coordinators' Meeting

On June 11, Chinese President Xi Jinping and President Denis Sassou Nguesso of the Republic of the Congo separately sent congratulatory messages to the Ministerial Meeting of the Forum on China-Africa Cooperation (FOCAC) on the Implementation of Outcomes, expressing warm congratulations on the meeting's convening. Xi Jinping noted that over the 25 years since its establishment, FOCAC has vigorously driven the robust development of China-Africa cooperation, becoming a model for solidarity and cooperation in the Global South. Last September, I reached a consensus with African leaders at the FOCAC Beijing Summit to jointly advance "six modernizations" and implement "ten partnership actions," leading China-Africa relations into a new stage of building a new era of all-weather community with a shared future. With the joint efforts of both sides, gratifying early harvests have been achieved in the implementation of the summit outcomes. China and Africa have also reached a consensus on preparing for the "China-Africa Year of People-to-People Exchange" in 2026, which is believed to inject new vitality into China-Africa friendship and cooperation. Xi Jinping emphasized that the current international situation is marked by intertwined changes and chaos. China insists on providing new opportunities to the world with new achievements in Chinese modernization, and offering new impetus to African and other Global South partners with China's vast market. China is willing to sign economic partnership agreements for common development and implement zero tariffs on 100% of products from 53 African countries with diplomatic ties, while providing more convenience for exports from the least developed African countries to China. China is ready to work with Africa to deeply implement the "ten partnership actions," strengthen cooperation in key areas such as green industries, e-commerce and payments, science and technology, and artificial intelligence, deepen cooperation in security, finance, and rule of law, and promote the high-quality development of China-Africa cooperation. Xi Jinping pointed out that open cooperation is the right path, and win-win results are what the people want. China and Africa jointly advancing modernization will vigorously promote solidarity and cooperation in the Global South, opening up a brighter prospect for world peace and development. It is hoped that China and Africa will continue to solidly promote the implementation of the summit outcomes, meticulously plan the future development of the Forum, and work together to build a new era of all-weather China-Africa community with a shared future, contributing China-Africa strength to building a community with a shared future for mankind. In his congratulatory message, Sassou stated that since the FOCAC Beijing Summit, fruitful results have been achieved in Africa-China strategic and pragmatic cooperation. This coordinator's meeting coincides with the 25th anniversary of the establishment of FOCAC. I will make every effort, steadfastly working with President Xi Jinping to achieve greater progress in building an Africa-China community with a shared future and enhance the well-being of the people of both sides. As the African co-chair of FOCAC, the Republic of the Congo is willing to work with China and other Global South countries to strengthen cooperation under the "Belt and Road" Initiative, jointly build a multipolar world free from unilateralism and protectionism, and usher in a new era of inclusive globalization.

General Secretary Xi Jinping profoundly stated that "Chinese modernization is modernization that coordinates material and spiritual civilizations," and "cyber civilization is an important part of social civilization in the new era and a crucial area for building a strong cyber nation." He emphasized the need to "adhere to the unity of development and governance, and the integration of online and offline, widely gathering upward and benevolent forces," and "shape and purify cyberspace with a new spirit of the times, jointly building a beautiful spiritual home online." General Secretary Xi Jinping's series of speeches have pointed the way forward and provided fundamental guidance for strengthening cyber civilization work in the new era. Cyberspace is the shared spiritual home for hundreds of millions of people. Cyberspace needs positive energy, and the development of the times cannot do without positive energy. New media products such as "Xi Jinping Leads the New Era of Reform and Opening Up" and "Plain Language for the People" have made the Party's innovative theories "fly into ordinary households." Online communication brands such as "Biographies of Masters" and "Exploring China Through Bamboo Slips" have been created to showcase China's cultural confidence to the world and convey the profound strength of excellent traditional Chinese culture. In recent years, positive online publicity and public opinion guidance have continuously strengthened, and the supply of high-quality content has continuously improved. The "China Good People" online appraisal activity continues to be carried out, and the touching deeds of role models of the times and moral exemplars are widely spread and reach people's hearts at their fingertips. Positive energy is the general requirement, being manageable is the hard truth, and being used well is true capability. Cyberspace is not a "land beyond law." In the face of some online chaos, a series of special online rectification actions have been continuously carried out, from the "Qinglang" (Clear and Bright) series of special actions severely cracking down on various types of harmful online information, to the "Jingwang" (Clean Net) special action cracking down on various types of online black and gray industrial chain illegal and criminal activities in accordance with the law. Since the new era, more than 150 laws and regulations in the cyber field have been successively introduced, providing a solid institutional guarantee for building a strong cyber nation, and a clear and bright cyber ecology is accelerating its formation. When the people have faith, the nation has hope, and the country has strength. From perfecting the rule of law to prospering culture, from cultivating literacy to innovating governance, China's cyber civilization construction has taken solid steps and achieved remarkable results. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, a cyberspace with stronger positive energy, a more prominent main theme, and a clearer ecology is continuously injecting strong spiritual impetus into national rejuvenation and construction.
