Food security is of paramount importance to the nation. General Secretary Xi Jinping emphasized the need to strictly adhere to the red line for cultivated land, advance the construction of high-standard farmland with high quality, strengthen support for agricultural science, technology, and equipment, and ensure stable production and supply of grain and important agricultural products. Since the beginning of this year, major grain-producing areas have been focused on achieving the target of around 700 billion kilograms of grain output, diligently implementing measures to significantly increase per-unit yields, comprehensively strengthening the foundation of the nation's granary, and ensuring that the Chinese people hold their own rice bowls firmly. Currently, in the vast black soil plains of the Northeast granary, spring sowing has largely concluded, with most fields having good soil moisture and seedlings emerging one after another, nurturing hopes for a new season's harvest. At the same time, in the extensive winter wheat producing areas, more than 40% of the wheat harvest has been completed, faster than the same period last year, laying a solid foundation for a bumper summer grain harvest. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has attached great importance to food security, making a series of important instructions and directives, from shared responsibility between Party and government for stable acreage, to intensive cultivation for increased per-unit yields, and how to enhance farmers' enthusiasm for grain production. General Secretary Xi Jinping pointed out the need to intensify the promotion of improved varieties, machinery, and farming methods, and to focus on intensive cultivation to further improve grain per-unit yield and quality. Recently, during his inspection in Henan, General Secretary Xi Jinping emphasized, "We must strengthen the protection and construction of cultivated land and shoulder the responsibility for food security." This year, the state continues to increase support for grain production by raising the minimum purchase prices for wheat and early indica rice, stabilizing producer subsidies for corn and soybeans, and rice subsidies, and implementing full coverage of complete cost insurance and planting income insurance for rice, wheat, and corn, further stimulating farmers' enthusiasm for growing grain. The intended grain planting area is expected to be around 1.79 billion mu this year. This year, China continues to promote the construction of high-standard farmland, with a plan to build an additional 80 million mu. This year, China is focusing on five major crops: rice, wheat, corn, soybeans, and rapeseed, in six key regions: Northeast, Yellow-Huai-Hai, Yangtze River Basin, South China, Northwest, and Southwest. Innovative exploration and promotion of a batch of key technologies for increasing yield and efficiency will be carried out to tap the potential of per-unit yield for grain and oil throughout the entire process and across all stages. Guangde, Anhui, took the lead this year in a pilot program for large-area rice yield enhancement and efficiency improvement. These days, rice transplanting is underway in the demonstration area. By introducing 8 high-yielding and high-quality varieties and integrating multiple new technologies, the per-unit yield is expected to increase by more than 10%. Based on the preliminary explorations, major grain-producing areas this year are also closely combining their actual conditions and adopting a series of localized measures to enhance grain production capacity. Heilongjiang Province, a major grain producer, is increasing "optimized machine and subsidy" efforts this year, vigorously promoting advanced high-performance planters such as pneumatic seeders, with a plan to add over 10 million mu of precision seeding area. In response to the complex and changeable weather conditions during the "three summer" period (summer planting, summer harvest, and summer field management), major wheat-producing areas like Henan and Shandong are accelerating the construction of regional comprehensive emergency service centers that can be used for both normal times and emergencies, enhancing disaster prevention and reduction capabilities. Currently, key wheat-harvesting provinces have established over 3,900 regional agricultural machinery socialized service centers and more than 6,900 regular agricultural machinery emergency operation service teams, making the wheat harvest more manageable for growers. This year, the integration of artificial intelligence and traditional agriculture has further accelerated, with "agricultural brains" built by algorithms being increasingly applied in practical production by more and more growers. In this smart farm in Changsha, Hunan, the research team has developed multiple algorithms and technologies such as remote sensing growth diagnosis and dynamic adjustment of variable fertilization. Combined with self-developed crop models, drones can be used for square-meter-level variable fertilization, achieving "where it's deficient, supplement there; what's deficient, supplement that; how much is deficient, supplement that much." This year, high-horsepower agricultural machinery, unmanned tractors... more and more intelligent agricultural equipment are operating across the fields of hope, covering all aspects of agricultural production including plowing, sowing, managing, and harvesting, accelerating spring plowing and the "three summer" operations. From the vast black lands to the golden fields of rolling wheat, driven by technological innovation, the "Chinese rice bowl" is fuller, held more securely, and of higher quality.

Xicheng District of Beijing Municipality and Jiamusi City of Heilongjiang Province have solidly carried out in-depth learning and education on implementing the spirit of the Central Eight-Point Regulation, integrating learning, investigation, and rectification, seeking truth and being pragmatic, and reinforcing responsibilities to ensure the effectiveness of the learning and education. Over 5,900 grassroots Party organizations in Beijing's Xicheng District organized Party members and cadres to conscientiously study the spirit of the Central Eight-Point Regulation through "three meetings and one lecture," themed Party days, and other methods, identifying nearly 800 problems and more than 1,500 rectification measures. In response to issues raised by some communities, such as being overwhelmed by temporary meetings and assessment tasks, Xicheng District has clarified strict measures to "reduce documents and meetings," established and improved the approval and review mechanism for document issuance, and streamlined grassroots assessment indicators by 89.5%. Various levels and departments in Xicheng District have also actively sought grassroots needs, identified key problems, and optimized work processes. They have connected data sharing channels between district and municipal levels, continuously improving efficiency and solving difficulties for the grassroots. Since the in-depth learning and education on implementing the spirit of the Central Eight-Point Regulation began, Jiamusi City in Heilongjiang Province has established a 24-hour response mechanism of "12345 hotline + grid" to promptly understand public demands. In response to the difficulties of parking and chaotic parking reported by Chun Guang Community in Gangwan Subdistrict, Qianjin District, the functional departments promptly included the community's demands in the rectification plan list, re-planned parking space design, and increased the number of parking spaces, effectively alleviating the problem. To evaluate the effectiveness of the learning and education through practical actions, Jiamusi City has now launched 40 livelihood projects, including heating pipe network renovation, addition of new energy vehicle charging piles, and construction of new "pocket parks," promoting Party members and cadres to take responsibility and solve problems for the people.
