Xi Jinping Arrives in Hanoi for State Visit to Vietnam

At noon on April 14, local time, Xi Jinping, General Secretary of the CPC Central Committee and President of China, arrived in Hanoi by special plane for a state visit to Vietnam at the invitation of Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam Central Committee, and Vo Van Thuong, President of the Socialist Republic of Vietnam. When Xi Jinping's special plane arrived at Noi Bai International Airport in Hanoi, Vietnamese President Vo Van Thuong, Tran Cam Tu, Politburo member of the CPV Central Committee and permanent member of the Secretariat of the CPV Central Committee, and Le Hoai Trung, secretary of the CPV Central Committee and director of the CPV Central Committee's Office, among other Vietnamese party and government leaders and local representatives, warmly welcomed him. Vietnamese young women presented flowers to Xi Jinping. Honor guards lined both sides of the red carpet, presenting arms. Local youth, dressed in traditional costumes, beat drums, sang and danced, and waved the flags of the two parties and two countries, warmly welcoming Xi Jinping's visit. Xi Jinping delivered a written speech, extending sincere greetings and best wishes to the fraternal Communist Party of Vietnam, the Vietnamese government, and the Vietnamese people on behalf of the Communist Party of China, the Chinese government, and the Chinese people. Xi Jinping pointed out that this year marks the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of Vietnam's independence, and the 50th anniversary of the liberation of the South. The Communist Party of Vietnam has united and led the Vietnamese people to forge ahead towards the "two centennial" goals of party building and national development, with increasing international and regional influence, and has achieved gratifying results in socialist industrialization and modernization. China and Vietnam are socialist neighbors connected by mountains and rivers, and a community with a shared future of strategic significance. In the arduous years of striving for national independence and liberation, both sides fought side by side and supported each other, forging a profound friendship. In exploring socialist paths that suit their respective national conditions, both sides have learned from each other and advanced hand in hand, demonstrating to the world the bright prospects of the socialist system. This year marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam and the "China-Vietnam People-to-People Exchange Year," ushering in new development opportunities for the building of a China-Vietnam community with a shared future. I look forward to taking this visit as an opportunity to have an in-depth exchange of views with Vietnamese leaders on overarching, strategic, and directional issues concerning the relations between the two parties and two countries, as well as international and regional issues of common concern, and jointly draw a new blueprint for building a China-Vietnam community with a shared future. Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Director of the General Office of the CPC Central Committee, Wang Yi, member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs, Wang Xiaohong, secretary of the Secretariat of the CPC Central Committee and Minister of Public Security, and other accompanying personnel arrived on the same plane. He Wei, Chinese Ambassador to Vietnam, also greeted them at the airport. On Xi Jinping's way from the airport to the hotel by car, the flags of the two parties and two countries of China and Vietnam fluttered in the wind, and red banners with slogans such as "Long live China-Vietnam friendship," "Connected by mountains and rivers, sharing a common destiny," and "Deep China-Vietnam bond, comrades and brothers" were brightly displayed. Local residents and representatives of Chinese enterprises and students gathered on both sides of the road, warmly welcoming Xi Jinping's visit.

General Secretary of CPV Central Committee Holds Welcome Ceremony for Xi Jinping

On April 14, Xi Jinping, General Secretary of the CPC Central Committee and President of China, arrived in Hanoi for a state visit to Vietnam. In the afternoon of the same day, Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam Central Committee, held a grand welcoming ceremony for Xi Jinping. In April, Hanoi was lush with trees and vibrant with life. In the Presidential Palace Square, the five-star red flag and the golden star red flag fluttered in the wind, and more than 200 Vietnamese children waved flags, warmly welcoming Xi Jinping's visit. When Xi Jinping arrived by car, Nguyen Phu Trong warmly greeted him at the alighting point, and Vietnamese children presented flowers to Xi Jinping. Xi Jinping and Nguyen Phu Trong ascended the review stand together. The military band played the national anthems of China and Vietnam, and a 21-gun salute was fired. Xi Jinping, accompanied by Nguyen Phu Trong, reviewed the honor guard. The two General Secretaries shook hands with each other's accompanying personnel, and then watched the parade together. After the welcoming ceremony, Xi Jinping and Nguyen Phu Trong walked together to the headquarters of the CPV Central Committee for talks. Along the way, hundreds of Vietnamese people waved the flags of the two parties and two countries, expressing their warmest welcome to Xi Jinping. Xi Jinping waved to the welcoming crowd. Xi Jinping Publishes Signed Article in Vietnamese Media

On April 14, on the occasion of his state visit to Vietnam, Xi Jinping, General Secretary of the CPC Central Committee and President of China, published a signed article titled "Walking Together with Shared Ideals and Advancing Hand in Hand to Write a New Chapter" in the Vietnamese newspaper "Nhan Dan". The full text of the article is as follows: Walking Together with Shared Ideals and Advancing Hand in Hand to Write a New Chapter by Xi Jinping, General Secretary of the CPC Central Committee and President of the People's Republic of China. As spring draws to a close, everything is vibrant. On the occasion of the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, at the invitation of Comrade Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam Central Committee, and Comrade Vo Van Thuong, President of the Socialist Republic of Vietnam, I am about to pay a state visit to Vietnam. This will be my fourth visit to this beautiful land since I assumed the positions of General Secretary of the CPC Central Committee and President of the People's Republic of China. I look forward to conversing with Vietnamese leaders, discussing cooperation, and jointly drawing a new blueprint for building a China-Vietnam community with a shared future in the new era. China and Vietnam are friendly socialist neighbors with common ideals and beliefs and broad strategic interests. In the process of exploring socialist paths that suit their respective national conditions and advancing their respective modernization processes, the profound friendship forged by the peoples of the two parties and two countries in earlier years has been continuously elevated. Building a China-Vietnam community with a shared future of strategic significance conforms to the common interests of both countries, is conducive to regional and even world peace, stability, development, and prosperity, and is a choice of history and the people. The China-Vietnam community with a shared future is rooted in distinct red genes. The revolutionary pioneers of both countries explored paths to national salvation together, making important contributions to the world's victory in the struggle against colonialism and imperialism. The former revolutionary sites such as the Vietnamese Youth Revolutionary Comrades Association in Guangzhou, China, and the "Viet Minh" office in Jingxi, Guangxi, are historical witnesses to the revolutionary friendship between China and Vietnam. During China's War of Resistance Against Japanese Aggression, President Ho Chi Minh participated in and supported China's war of resistance in Yan'an, Guilin, Chongqing, Kunming and other places. China sent military and political advisory groups to support the Vietnamese people's struggle against France, and the Chinese Party, government, and people fully supported Vietnam's just cause of resisting the United States and saving the nation. "Deep China-Vietnam bond, comrades and brothers" has become an indelible red memory. The China-Vietnam community with a shared future stems from deep political mutual trust. In recent years, I have exchanged visits with General Secretary Nguyen Phu Trong, General Secretary Vo Van Thuong, and other Vietnamese leaders multiple times, providing direction for the building of a China-Vietnam community with a shared future. High-level interactions between the two parties and two countries are close, and mechanisms such as the China-Vietnam Steering Committee for Bilateral Cooperation, the theoretical seminar between the two parties, border defense friendly exchanges, and cooperation meetings between the public security ministries of the two countries operate effectively. High-level mechanisms such as the joint committee of the legislative bodies of the two countries have been established, and the "3+3" strategic dialogues between the foreign affairs, defense, and public security ministries of the two countries have been successfully held. On many international and regional issues, China and Vietnam share similar positions and coordinate closely. The China-Vietnam community with a shared future is rooted in fertile ground for cooperation. Against the backdrop of a sluggish global economic recovery, cooperation between China and Vietnam in industrial and supply chains has become even closer. China has been Vietnam's largest trading partner for more than 20 consecutive years, and the bilateral trade volume between China and Vietnam in 2024 exceeded 260 billion US dollars. More and more high-quality Vietnamese agricultural products such as durians and coconuts are entering Chinese households. Railway connectivity and smart port construction between the two countries are progressing in an orderly manner, clean energy projects such as photovoltaic and waste-to-energy power generation effectively ensure Vietnam's electricity supply, and the Hanoi light rail Line 2, constructed by Chinese enterprises, facilitates citizens' daily travel. China and Vietnam have achieved mutual success and common development, vividly interpreting the meaning of solidarity and cooperation among Global South countries. The China-Vietnam community with a shared future is advanced by close people-to-people exchanges. In recent years, China-Vietnam people-to-people exchanges have taken bigger strides, and the peoples of the two countries have become increasingly close. In 2024, Chinese tourists made over 3.7 million visits to Vietnam. The Detian (Ban Gioc) Waterfall Cross-Border Tourism Cooperation Zone has officially started operation, and multiple cross-border self-driving tour routes have been opened, making "visiting two countries in one day" a reality. Chinese film and television works and electronic games have become hot topics among Vietnamese youth, driving a continuous increase in the "Chinese language fever" in Vietnam. Many Vietnamese songs have topped Chinese internet hot searches, and Vietnamese delicacies such as pho have attracted many Chinese people to taste them. Currently, changes in the world, the times, and history are unfolding in unprecedented ways, and the world has entered a new period of turbulence and transformation. Faced with rising unilateralism and protectionism, the Chinese economy has overcome difficulties, achieving 5% growth in 2024, maintaining its contribution to global economic growth at around 30%, and continuing to be an important engine of the world economy. China's new energy industry, artificial intelligence, and animation and film industries are attracting global attention. China will adhere to high-level opening up to provide more opportunities for the world and promote common development of all countries through its own high-quality development. Asia is a highland for global cooperation and development, standing at a new starting point for overall revitalization, facing unprecedented opportunities and challenges. China will maintain the continuity and stability of its neighborhood diplomacy, adhere to the principles of amity, sincerity, mutual benefit, and inclusiveness, and the policy of building good-neighborly relations and partnerships with its neighbors, deepen friendly cooperation with neighboring countries, and jointly advance the modernization process in Asia. China is comprehensively promoting the building of a strong nation and the great rejuvenation of the Chinese nation through Chinese modernization, and Vietnam is about to embark on a new era of national development and move towards the "two centennial" goals of party building and national development. China has always regarded Vietnam as a priority in its neighborhood diplomacy. We must comprehensively deepen the building of a China-Vietnam community with a shared future to make active contributions to peace, stability, development, and prosperity in Asia and the world. --Deepen strategic mutual trust and promote the development and growth of the socialist cause. We must adhere to high-level leadership, leverage the overall coordinating role of the China-Vietnam Steering Committee for Bilateral Cooperation, deepen cooperation between relevant departments of the parties, governments, militaries, and law enforcement and security agencies, work together to cope with external risks and challenges, and jointly safeguard political security. China is willing to deepen exchanges with Vietnam on governance experiences, jointly explore and enrich socialist theories and practices, and promote the steady and long-term development of the socialist cause in both countries. --Adhere to win-win cooperation and enhance the well-being of the two peoples. We must deepen the synergy of development strategies, implement the cooperation plan between the two governments on the alignment of the Belt and Road Initiative with the "Two Corridors, One Economic Belt" framework, and create more platforms for economic and technical cooperation. China is willing to promote cooperation with Vietnam on three standard-gauge railway projects in northern Vietnam and build smart ports. China welcomes more high-quality Vietnamese goods to enter the Chinese market and encourages more Chinese enterprises to invest and do business in Vietnam. Both sides should strengthen cooperation in industrial and supply chains, expand cooperation in emerging fields such as 5G, artificial intelligence, and green development, to better benefit the two peoples. --Strengthen people-to-people exchanges and strengthen the bond of mutual understanding. We must take the opportunity of this year's "China-Vietnam People-to-People Exchange Year" to carry out rich and diverse people-to-people exchanges. China welcomes more Vietnamese people to "visit" various places in China and encourages Chinese tourists to "check in" at scenic spots in Vietnam. We must jointly organize warm, down-to-earth, and people-centered people-to-people exchange activities such as China-Vietnam youth friendly meetings and border resident grand gatherings, deeply explore red resources, tell good stories of friendship between the two peoples, and pass on the baton of China-Vietnam friendship from generation to generation. --Strengthen multilateral coordination and promote prosperity and revitalization in Asia. This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and also the 80th anniversary of the founding of the United Nations. We must firmly safeguard the international system with the United Nations at its core and the international order based on international law, actively implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, promote an equal and orderly multipolar world and inclusive economic globalization, and work with the vast number of Global South countries to safeguard the common interests of developing countries. Trade wars and tariff wars have no winners, and protectionism has no future. We must firmly safeguard the multilateral trading system, maintain the stability of global industrial and supply chains, and maintain an open and cooperative international environment. We must strengthen coordination and cooperation within mechanisms such as East Asia Cooperation and Lancang-Mekong Cooperation, injecting more stability and positive energy into a world intertwined with changes and turmoil. --Properly manage differences and maintain regional peace and stability. The successful practice of China and Vietnam in resolving land boundaries and the demarcation of the Beibu Gulf shows that both sides are fully capable and wise enough to resolve maritime issues through consultation and negotiation. Both sides should implement the high-level consensus between the two parties and two countries, leverage the role of maritime negotiation mechanisms, properly manage maritime differences, continuously expand maritime cooperation, and accumulate conditions for the final resolution of disputes. We must comprehensively and effectively implement the Declaration on the Conduct of Parties in the South China Sea, actively promote consultations on the Code of Conduct in the South China Sea, remove interferences, bridge differences, and truly build the South China Sea into a sea of peace, friendship, and cooperation. Standing at a new historical starting point, China is willing to work with Vietnam to move forward hand in hand, carry forward the past and usher in the future, write a new chapter in the building of a China-Vietnam community with a shared future, and make new and greater contributions to promoting the building of a community with a shared future for mankind.

Fourth Round of 20th Central Committee Inspections Concludes Feedback

According to the deployment of the CPC Central Committee, the feedback work of the fourth round of inspections by the 20th CPC Central Committee was fully completed recently. This round of inspection feedback adopted a combination of centralized feedback and "one-on-one" feedback by the inspection teams. The centralized feedback meeting conveyed and studied the spirit of General Secretary Xi Jinping's important speech when he heard the report on the fourth round of central inspections, informed common problems found during the inspections, and made arrangements for effectively addressing the issues. Liu Jinguo, Secretary of the Secretariat of the CPC Central Committee and Deputy Head of the Central Leading Group for Inspection Work, attended the meeting and delivered a speech. The 15 central inspection teams provided "one-on-one" feedback on the inspection situation to 34 central and state organs and units inspected in this round. The feedback emphasized the need to earnestly implement the spirit of General Secretary Xi Jinping's important speech when he heard the report on the inspection situation, conscientiously rectify problems with high standards and strict requirements, and demonstrate political loyalty and responsibility through concrete actions. It is necessary to face problems squarely, genuinely acknowledge and reflect on the problems pointed out by the inspections, draw inferences from one instance to others, and rectify comprehensively. It is necessary to identify the root causes, deeply analyze the reasons for the problems, prescribe the right remedy, and fundamentally solve the problems. It is necessary to clarify responsibilities, with the principal leaders of the inspected units bearing overall and primary responsibility, taking the lead in tackling difficult and complex problems. Members of the leadership team should strictly implement the "one-post, dual-responsibility" principle, diligently carry out rectification tasks in their respective areas, ensure that all problems yield results, guarantee quality, and strive for practical effects. Discipline inspection and supervision organs and organization departments should strengthen supervision over rectification, work in the same direction as the inspected units, increase on-site inspections, and hold those who are perfunctory or falsely rectify accountable. It is necessary to carry out rectification with a spirit of reform, actively adapt to the requirements of the new era, actively innovate work concepts, methods, and means, continuously study new situations, solve new problems, and better fulfill the responsibilities and missions entrusted by the CPC Central Committee. It is understood that the central inspection teams also received leads on problems involving some leading cadres, which have been transferred to the Central Commission for Discipline Inspection and the National Supervisory Commission, the Organization Department of the CPC Central Committee, and other relevant departments for handling in accordance with regulations.
