New Journey Led by New Ideas: Integrating Sci-Tech and Industrial Innovation for Seamless Connection

General Secretary Xi Jinping pointed out that to integrate scientific and technological innovation with industrial innovation, platforms should be built, mechanisms should be improved, and the principal position of enterprises in innovation should be strengthened to ensure seamless connection between the innovation chain and the industrial chain. Currently, various regions are accelerating efforts to remove barriers and bottlenecks between these "two chains" to achieve a "1+1>2" effect, continuously fostering new productive forces and injecting powerful impetus into China's high-quality development. These days, humanoid robots from various places are gradually gathering in Beijing's Yizhuang, making final preparations for the world's first humanoid robot half-marathon, which is about to begin. Currently, Beijing has promoted the application of 78 "robot+" innovative products in 93 scenarios. Scientific and technological innovation and industrial innovation are fundamental pathways for developing new productive forces. General Secretary Xi Jinping has always attached great importance to the integrated development of the innovation chain and the industrial chain. From proposing to deploy the innovation chain around the industrial chain, to demanding the smooth "fast track" connecting applied basic research and industrialization to promote precise alignment between the innovation chain and the industrial chain, and then during this year's Two Sessions, General Secretary Xi Jinping again made new arrangements, requiring the creation of joint innovation platforms among schools, enterprises, and local governments to improve the efficiency of scientific and technological achievements transformation, and to achieve "seamless connection" between the innovation chain and the industrial chain. Currently, focusing on the bottlenecks between the "two chains," a series of reform measures are being accelerated. Regarding the transformation of scientific and technological achievements, China has successively launched reforms empowering the ownership of scientific and technological achievements and new regulations for professional title evaluations that strengthen achievement transformation. Regarding scientific and technological talent support, eight departments, including the Ministry of Human Resources and Social Security, recently issued a plan to promote skill-strengthening enterprises, guiding enterprises to implement medium- and long-term incentives for highly skilled talent. With the support of a series of policies, enterprises and research institutes are actively seeking change and moving towards each other. Not long ago, China just completed its first nationwide inventory of existing patents from universities and research institutions. Among nearly 1.35 million existing patents, over 940,000 were included in a convertible resource pool and precisely matched with 450,000 enterprises. The inconspicuous white board material in front of us not only possesses excellent properties such as high strength, fire resistance, and water repellency, but its raw materials also come from industrial by-products, and the production process only requires normal temperature and pressure, with extremely low energy consumption. In this inventory, this preparation patent, which had been dormant for many years, successfully matched with a building materials enterprise in urgent need of green new materials. The product has just achieved mass production, and the university also received an 85 million yuan capital increase in technology. Currently, platform construction and market services between the innovation chain and the industrial chain are also continuously improving. This year, China plans to build more than 5 pilot-scale testing platforms with internationally advanced levels. At present, there are more than 2,400 local pilot-scale testing platforms nationwide, covering various fields such as raw materials, equipment manufacturing, and information technology; over 150,000 industrial enterprises above designated size have carried out pilot-scale testing activities, significantly reducing the cost and time of industrializing new technologies. Meanwhile, various regions have launched a series of new services to promote the integration of the "two chains." In Shenzhen's technology achievement supermarket, new technologies such as synthetic biology and biomaterial manufacturing are displayed as cards on "shelves." Scanning the barcode on the card quickly displays information such as application scenarios and industrial cooperation on a large screen. In just over a month of trial operation, the signed contracts exceeded 10 million yuan. In Shaanxi, Xi'an Jiaotong University recently established a Technology Manager Institute. These technology managers can help scientists become entrepreneurs, solving their difficulties in enterprise establishment and financing processes, and providing full-chain, accompanying services from the technology end to the market end. Currently, an innovation path where enterprises "pose questions," research institutes "take on tasks," jointly "answer," and finally "test" on the production line is rapidly forming, allowing technology and industry to move towards each other, forming a virtuous cycle of mutual promotion, cultivating more development momentum that seeks "quality" from "new," and continuously stimulating strong动力 for high-quality development.

Investigation Report on Danning Expressway Shuiyang Section Bridge Collapse Released

At approximately 8:49 PM on July 19, 2024, a section of the Yanping Village No. II Bridge on the Daning Expressway, within Zhashui County, Shangluo City, Shaanxi Province, collapsed due to a flash flood, causing 25 vehicles to fall into the river, 62 deaths or disappearances, and direct economic losses of 157.5141 million yuan. Currently, the disaster investigation and assessment work has concluded, and the full meeting of the investigation and assessment group deliberated and approved the Shaanxi Shangluo "7·19" Expressway Bridge Collapse Disaster Investigation and Assessment Report. The investigation and assessment determined that the disaster was caused by flash floods and regional floods, with a large number of floating objects, including large trees, obstructing the bridge piers. The water pressure and the thrust of the floating objects exceeded the ultimate bearing capacity, leading to the fracture and collapse of the bridge pier piles and the bridge, resulting in significant casualties. At the same time, it exposed problems in the construction management, design, construction, supervision, and river-related regulation of expressway bridges. After the disaster occurred, the Party Central Committee and the State Council attached great importance to it. General Secretary Xi Jinping issued important instructions, requiring all-out efforts in rescue and relief, searching for missing persons by all means, minimizing casualties, and properly handling aftermath work such as family appeasement. He emphasized scientific rescue, meticulous investigation of surrounding safety hazards, and strict prevention of secondary disasters. In accordance with the Emergency Response Law and other relevant laws, regulations, and provisions, a disaster investigation and assessment group for the Shaanxi Shangluo "7·19" Expressway Bridge Collapse was established, led by the Ministry of Emergency Management, with the participation of the Ministry of Public Security, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Natural Resources, the China Meteorological Administration, the National Fire and Rescue Administration, the All-China Federation of Trade Unions, and the Shaanxi Provincial People's Government. At the same time, experts in fields such as bridges, water conservancy, transportation, meteorology, and geology were invited to participate in the disaster investigation and assessment. The investigation and assessment group ruled out quality issues with the pier columns, piles, rebar, and concrete, and identified the direct causes of the disaster as: continuous heavy rainfall and strong precipitation on the day, triggering flash floods and regional floods; the flood scoured and carried a large number of floating objects, including large trees, which obstructed Pier No. 10 of the Yanping Village No. II Bridge; as the water level rose and floating objects continued to accumulate, coupled with the lifting of the bridge cap beam, the arrangement of bridge piers, and local confluence, the water pressure and the thrust of the floating objects on the bridge piers continuously increased, exceeding their ultimate bearing capacity, leading to the fracture and collapse of the bridge pier piles and the bridge. At the same time, it also exposed problems such as illegal subcontracting of survey and design, illegal construction, fraudulent supervision and testing, irregular construction and operation management, inadequate transportation supervision, and lax river supervision and management. The investigation and assessment group, in accordance with regulations, transferred relevant clues and materials regarding enterprises, public institutions, departments, and local governments discovered during the investigation and assessment to the public security organs for investigation and the discipline inspection and supervision organs for handling in accordance with regulations and laws. With the approval of the Central Commission for Discipline Inspection and the National Supervisory Commission and the Shaanxi Provincial Party Committee, the Shaanxi Provincial Discipline Inspection Commission and the Supervisory Commission held 5 responsible units, including the Shaanxi Provincial Department of Transportation, the Shaanxi Provincial Department of Water Resources, the Shangluo Municipal People's Government, the Zhashui County People's Government, and Shaanxi Communications Construction Group Co., Ltd., and 43 public officials accountable for dereliction of duty in bridge engineering construction and operation management in the disaster, in accordance with regulations, discipline, and law. Among them, 38 individuals received Party disciplinary and administrative punishments, and 3 individuals received admonition. Guo Pengcheng, head of the engineering technology department of the project department of the contract section where the bridge in question was located, a subsidiary of China Communications Construction Company Second Highway Engineering Bureau Group Co., Ltd., and Lin Chaohu, former project manager for the third-party testing and inspection service project of the Shuichang Expressway subgrade and bridge-tunnel engineering at Shaanxi Jiaojian Highway Engineering Testing & Inspection Co., Ltd., were investigated by public security organs for suspected criminal offenses and arrested according to law. In addition, Yang Fuqian, former supervisor of Beijing Huahong Engineering Consulting Co., Ltd. (non-public official), has been investigated by public security organs for suspected criminal offenses and arrested according to law. The illegal and irregular acts of relevant enterprises and individuals have been handed over to the industry regulatory authorities for administrative penalties. ===
