Li Qiang Signs State Council Order Promulgating Regulations on Implementing the Anti-Foreign Sanctions Law of the People's Republic of China

Premier Li Qiang recently signed a State Council Decree, promulgating the "Regulations on Implementing the Law of the People's Republic of China on Countering Foreign Sanctions" (hereinafter referred to as the "Regulations"). The Regulations, totaling 22 articles, came into effect on the date of promulgation and mainly include the following contents. First, it refines and clarifies the counter-measures related to the Anti-Foreign Sanctions Law. Second, it refines the counter-measure procedures. It clarifies that relevant departments of the State Council have the right to conduct corresponding investigations and foreign consultations during the implementation of counter-measures; it stipulates that counter-measure decisions shall specify the targets of counter-measures, specific counter-measures, and effective dates.
