The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to build a number of industry-wide common technology platforms and accelerate the transformation of industrial models and enterprise organizational forms. Hebei Province is using "shared workshops" as a抓手 (grasp) to create a series of shared platforms, enabling small and medium-sized enterprises to collectively transform and upgrade towards refinement and specialization, and helping the high-quality development of county-level characteristic industrial clusters. The wire and cable industry in Ningjin County, Xingtai, Hebei, is relatively concentrated. As a traditional industry, how can it achieve high-quality development? Here, "shared workshops" have become a new grasp. Reporters saw that in the newly built "shared workshops," many enterprises were queuing up to process products. Irradiation is a key process in the production of special cables, but the processing equipment is expensive, making it difficult for small and medium-sized enterprises to bear the cost alone. The local government guided two leading enterprises to build "shared workshops," where hundreds of enterprises can process products according to order demands, making up for technical shortcomings. At the same time, relying on the full industry chain sharing platform built by the county, enterprises can also share testing, sales, and other links, achieving order sharing and complementary advantages. From fighting alone to developing in groups, in the first three quarters of this year, the operating income of Ningjin's wire and cable industrial cluster reached 41.9 billion yuan, a year-on-year increase of over 20%. Hebei currently has 333 county-level characteristic industrial clusters represented by "Ningjin Wire and Cable," most of which are small and medium-sized enterprises. To implement the spirit of the Third Plenary Session, this year, Hebei is promoting the transformation of industrial clusters towards high-end, intelligent, and green development by building "shared factories" and shared platforms. At present, 48 clusters in Hebei, including Anping wire mesh, Tangshan robots, and Qinghe cashmere sweaters, have achieved industry chain sharing, and the level of collaboration, production efficiency, and innovation capabilities have continuously improved.
Saline-alkali land is a potential granary for increasing grain production. This winter, various regions are adopting tailored measures to accelerate the transformation and management of saline-alkali land, tapping into its grain production potential. Efforts are being intensified to manage saline-alkali land and continuously expand agricultural cultivated land resources. In Da'an City, Jilin Province, dozens of large machines are traversing back and forth. These barren saline-alkali lands, after one year of improvement and two years of fertilization, can meet the standards of fertile fields. Jilin Province has over 6.7 million mu of saline-alkali land, of which more than 2 million mu have been managed and developed. Next year, Jilin Province will continue to increase the development of saline-alkali land and other cultivated land resources, aiming for an additional 1.66 million mu of cultivated land. High-standard farmland is being built to improve the quality and efficiency of saline-alkali land. Yulin, Shaanxi, is combining engineering, biological, and chemical improvement measures to achieve efficient utilization of saline-alkali land based on local conditions. In Yuyang District, a saline-alkali land transformation project is under intensive construction. "Good seeds + good techniques" are expanding new spaces for increasing production on saline-alkali land. Currently, winter wheat in various regions is entering the overwintering period. In Dongying, Shandong, agricultural technology experts are "diagnosing" the seedling growth and soil moisture of salt-alkali tolerant wheat varieties such as Shan Nong 40 and Jimai 60. Dongying has 3.41 million mu of saline-alkali land, accounting for 38% of Shandong Province's total saline-alkali land. The local government focuses on cultivating new drought-resistant and salt-alkali tolerant varieties, adhering to a two-pronged approach of "adapting seeds to land" and "adapting land to seeds," transforming former saline-alkali land into fertile fields. In Cangzhou, the main producing area of dry-alkali wheat in Hebei, technicians are applying soil-repairing microbial agents, microbial agents, and fermented organic fertilizers to wheat to reduce soil salinity through biological improvement technology. The Bohai Rim region of Hebei has over 5.7 million mu of saline-alkali cultivated land, of which Cangzhou accounts for over 4 million mu. The local government is improving soil, optimizing irrigation, and promoting salt-tolerant grain varieties through technology, continuously improving the utilization efficiency of saline-alkali land. Currently, the yield of dry-alkali wheat has reached 260 kilograms per mu.
