In the first 10 months of this year, the industrial added value of private enterprises above designated size increased by 5.4% year-on-year, and their contribution to foreign trade increased, accounting for 55.1%, indicating a continued recovery and improvement in the private economy. General Secretary Xi Jinping has always been concerned about the development of the private economy. Hangzhou-Wenzhou High-speed Railway, the second high-speed railway in the country constructed with private capital control, has commenced operation. The revision of the new negative list for market access is progressing in an orderly manner and will soon undergo its 5th "slimming." Various departments have concentrated on clearing 4,218 policy measures that hinder a unified market and fair competition, and a number of behaviors strongly complained about by market entities, such as restricting enterprise migration and setting entry barriers, have been rectified, opening up new development space for the private economy. At the same time, the rule of law continues to advance. Last month, the draft law on promoting the private economy was released for public comment. A number of laws and regulations, including the Company Law, Securities Law, Anti-monopoly Law, Anti-unfair Competition Law, and Law on Promoting Small and Medium-sized Enterprises, are being accelerated for revision to consolidate reform achievements through legal systems, allowing private enterprises and entrepreneurs to work with confidence and develop with peace of mind. Data shows that from January to September this year, loans to private enterprises increased by 9% year-on-year, and the interest rate on newly issued inclusive small and micro enterprise loans decreased by 0.4 percentage points year-on-year. Innovation factors are accelerating their convergence in private enterprises, with more capable private enterprises leading major national scientific and technological research tasks, and major scientific research infrastructure further opening up to private enterprises. On November 25, Premier Li Qiang held a symposium in Beijing with representatives of enterprises participating in the second China International Supply Chain Expo (CISCE). Representatives of the participating enterprises stated that the steady and positive trend of China's economy continues to consolidate, innovation vitality continues to burst forth, and the business environment is improving. Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Action Plan for Grain Conservation and Anti-Food Waste," along with a notice, requiring all regions and departments to earnestly implement it in light of their actual conditions. The plan clarifies the overall goal: to firmly establish the awareness that increasing production must involve conservation, and conservation is indeed increasing production; to persevere in long-term efforts, consistently pay attention, and relentlessly focus on key areas and crucial links to effectively reduce grain and food loss and waste. By the end of 2027, the long-term mechanism for grain and food conservation will be more sound, the statistical survey system, standards, norms, and indicator system for grain loss and food waste will be continuously improved, the loss rate in grain production, storage, transportation, and processing will be controlled below the international average level, the per capita food waste per meal in catering, government canteens, school canteens, and enterprise canteens will significantly decrease, and catering waste will be effectively curbed. Through continuous efforts and public participation, the practice of conserving grain and opposing waste will become prevalent throughout society. The plan makes arrangements in the following aspects: First, grain conservation and loss reduction actions, requiring strengthening mechanical harvesting loss reduction, reducing grain storage loss, strengthening grain transportation loss reduction, and reducing grain processing loss. Second, nationwide grain conservation awareness-raising actions, requiring reduction of household and individual food waste, strengthening guidance and regulation, reinforcing youth education, and fostering a family tradition of diligence and frugality. The entire country has now entered the golden period for winter water conservancy construction. Various regions are advancing major water conservancy projects and accelerating the construction and renovation of irrigation areas to lay a solid foundation for increased grain production next year. The construction of the Hanjiang-to-Danjiangkou Water Diversion Project, the first project to commence under the follow-up water source projects for the Middle Route of the South-to-North Water Diversion Project, is accelerating comprehensively. Currently, the main tunnel excavation has exceeded 3.1 kilometers, and the total excavation of access tunnels along the route exceeds 14.7 kilometers. Recently, the main drive, a critical core component of the second hard rock boring machine "Jianghan Ping'an" for the Hanjiang-to-Danjiangkou Water Diversion Project, successfully arrived at the construction site in Yichang City, Hubei, after six days of transportation. The remaining components are expected to arrive by the end of November and are planned to be assembled by the end of February next year to undertake the excavation task for the water conveyance tunnel of the Hanjiang-to-Danjiangkou Water Diversion Project. In Huai'an, Jiangsu, the Huaihe River into the Sea Waterway Phase II Project's Huai'an Hub is about to dam the Huaihe River into the Sea Waterway to prepare for the main project's construction. At the construction site, workers are busy with deep channel excavation and reinforcing the north and south embankments. Recently, the construction section of the diversion tunnel project of the Guxian Water Conservancy Hub on the Yellow River, a key backbone project of the Yellow River water and sediment regulation system, officially commenced, marking a new construction milestone for the project. The latest data released by the Ministry of Water Resources shows that from January to October this year, a total of 45,400 water conservancy projects were implemented nationwide, a year-on-year increase of 15.1%, with completed investments exceeding 1 trillion yuan. Among them, the Ministry of Water Resources, in conjunction with the National Development and Reform Commission and the Ministry of Finance, allocated over 110 billion yuan in central government funds to support the construction and renovation of over 1,300 irrigation areas. As of now, central investment of over 99 billion yuan has been completed.
The latest data released by the National Forestry and Grassland Administration today (November 25) shows that more than a year after the launch of the Three-North Shelterbelt Program's toughest battle, it has achieved a good start, with continuous improvement in the ecological conditions of sandy areas. China is one of the countries most severely affected by desertification in the world. Through the organization and implementation of a series of key projects, including the Three-North Shelterbelt System Construction, the forest coverage rate in the Three-North project area has increased from 12.41% to 13.84%, 61% of the soil erosion area has been effectively controlled, and the "green line" of vegetation cover in the Yellow River basin has moved 300 kilometers westward. The second China International Supply Chain Expo (CISCE) is set to open tomorrow (November 26), with all preparation work, including booth construction, now complete. Building upon the clean energy chain, smart vehicle chain, digital technology chain, healthy living chain, green agriculture chain, and supply chain services exhibition areas of the first CISCE, this year's expo has added an advanced manufacturing chain exhibition area. The Third Plenary Session of the 20th Central Committee of the Communist Party of China pointed out the need to coordinate efforts in reducing carbon emissions, pollution, and expanding green areas, while promoting growth, and actively responding to climate change. As one of the first batch of pilot cities for synergistic innovation in pollution reduction and carbon emission reduction nationwide, Xiamen City in Fujian Province has focused on key areas such as urban and rural construction and transportation in recent years, accelerating green and low-carbon development. Household waste classification and treatment is an important means to promote green and low-carbon development in urban and rural areas. In 2017, Xiamen City fully promoted household waste classification, gradually establishing a full-chain treatment model from source to end-disposal, including classified投放 (disposal), collection, transportation, and treatment. However, in recent years, with the booming development of the takeaway and express delivery industries, the increasing amount of single-use meal boxes, plastic cups, milk cartons, and express packaging films, which are waste plastics and waste glass, has posed a recycling challenge due to low recycling profitability and complex regeneration processes. These are also known as "low-value recyclables." At the end of 2022, building upon the "refined classification" of household waste, Xiamen City innovatively built the nation's first low-value recyclable sorting center, providing a new destination for these inconspicuous wastes in residents' daily lives. Some are even made into plastic hangers, kraft paper bags, and eco-friendly bags. At the same time, it is estimated that every ton of low-value recyclables separated can reduce carbon dioxide emissions by 1.66 tons. Recently, Xiamen's Jimei District completed a transaction for 2,450 tons of carbon emission reductions accumulated from recycled low-value recyclables in 2023 through the Xiamen Property Rights Exchange Center. This is also China's first carbon trading project for low-value recyclables classification in residential communities. As of October 31 this year, Xiamen City has cumulatively recycled and processed 31,263.3 tons of low-value recyclables, contributing to a reduction of 51,900 tons of carbon dioxide emissions. Currently, Xiamen City is planning to build a second phase of the low-value recyclable sorting center. Transportation is another important area for Xiamen's synergistic innovation in pollution reduction and carbon emission reduction. As a crucial carrier supporting Xiamen's rapid economic development, ports were previously major "energy consumers" and "high emitters." In recent years, Xiamen has continuously increased its efforts in green and smart port transformation. At Xiamen Port Hairun Terminal, the port's bridge cranes and mobile machinery are basically all electrified. The terminal can thus reduce diesel consumption by about 2,700 tons and carbon dioxide emissions by about 5,400 tons annually. To coordinate the promotion of pollution reduction and carbon emission reduction efforts, Xiamen City also built a smart carbon emission management cloud platform this year, based on its existing ecological environment big data platform, to timely grasp energy flow and real-time urban carbon emissions. The bridge is located in Qingcheng Town, Yuzhong County, Lanzhou, Gansu, and has a total length of 1,162 meters. The Shichuan Interchange Link Line of the Lianyungang-Horgos Expressway has a total length of approximately 37.2 kilometers and is a main highway connecting Lanzhou with surrounding counties and cities.
