Cai Qi, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Director of the General Office of the CPC Central Committee, and Wang Yi, Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs, arrived on the same plane. Upon departure after a technical stop in Casablanca, Moroccan Prime Minister Akhannouch and other officials were at the airport to see them off.
From November 13 to 23, 2024, President Xi Jinping was invited to attend the 31st APEC Economic Leaders' Meeting and pay a state visit to Peru, and to attend the 19th G20 Leaders' Summit and pay a state visit to Brazil. At the end of the trip, Wang Yi, Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs, briefed accompanying journalists on the visit. In the early summer of the Southern Hemisphere, President Xi Jinping traveled across vast distances, embarking on his first trip to Latin America since the 20th National Congress of the Communist Party of China. This visit, rooted in Latin America, facing Asia-Pacific, and looking at the world with a global vision, was a journey of friendship spanning mountains and seas, a journey of solidarity promoting common development, and a journey of cooperation expanding partnerships. In 11 days, President Xi Jinping traveled over 40,000 kilometers, traversing the eastern and western coasts of the South American continent, attending nearly 40 intensive bilateral and multilateral events, and reaching over 60 cooperation documents. He met old friends and made new ones; he engaged in strategic communication and deepened practical cooperation; he promoted the sound and stable development of major power relations and led the "Global South" in unity and self-reliance, opening up new space for China's high-quality development and high-level opening up, enriching new practices for building a community with a shared future for mankind, and forging a new frontier for major country diplomacy with Chinese characteristics in the new era. Domestic and international public opinion paid close attention and reported extensively, with "unity," "cooperation," "development," and "community with a shared future" becoming high-frequency words. It was widely believed that President Xi Jinping's trip to Latin America was of extraordinary significance and far-reaching impact, triggering a "China fever" in Latin America and turning the world's attention "towards China." From Lima to Rio de Janeiro, President Xi Jinping once again sent a clear message of firmly upholding multilateralism at a historical crossroads for humanity, illuminating the "Latin American moment" of global governance with Chinese wisdom, showcasing China's image as a responsible major country that upholds fairness and justice, dares to take responsibility, and is open and inclusive, and enhancing China's international influence and moral appeal. Over the past 35 years since its establishment, APEC has driven great development and integration in the Asia-Pacific, helping the region become the most dynamic part of the global economy and a major growth engine. At the same time, the world has entered a new period of turbulence and transformation, with the spread of unilateralism and protectionism, and Asia-Pacific cooperation also faces severe challenges of stagnation or regression. Now, the world is once again at a critical historical juncture, and the international community is once again turning its attention to China, expecting President Xi Jinping to once again clear the clouds and propose Chinese solutions. President Xi Jinping attended the APEC Economic Leaders' Meeting in Lima and delivered a written speech to the APEC CEO Summit, looking far ahead, discerning the laws of world economic development, and answering the world's questions by adhering to open development. President Xi Jinping also summarized the reasons for the "Asia-Pacific miracle" and called on Asia-Pacific economies to always adhere to true multilateralism, build an open and integrated Asia-Pacific cooperation framework, foster green and innovative Asia-Pacific growth momentum, and firmly establish the Asia-Pacific development concept of inclusiveness and shared benefits. With the joint efforts of all parties, the Lima meeting adopted a new guiding document for the construction of the Asia-Pacific Free Trade Area, reactivating the Asia-Pacific Free Trade Area process and injecting new impetus into the development of an open Asia-Pacific economy. China has twice hosted APEC Economic Leaders' Meetings, and President Xi Jinping has attended all leaders' meetings since 2013. From firmly establishing the awareness of an Asia-Pacific community with a shared future, to advocating the joint building of an Asia-Pacific partnership based on mutual trust, inclusiveness, cooperation, and win-win results, and then to promoting the Asia-Pacific Free Trade Area process, China has always been an active advocate and leader of Asia-Pacific cooperation. This time, China, proceeding from the overall situation of promoting Asia-Pacific cooperation, proposed to host the 2026 APEC meeting, which received unanimous support from all parties and approval from the leaders' meeting, fully demonstrating China's historical initiative and responsibility, and reflecting the high trust and earnest expectations of all parties for China. China will continue to work with regional partners to adhere to true multilateralism and open regionalism, and jointly build the next "golden thirty years" of Asia-Pacific development. This G20 Rio Summit, with the theme of "Building a Just World and a Sustainable Planet" and "Eradicating Hunger and Poverty" as its primary agenda, reflected the pursuit and desire of the "Global South" for development and prosperity and the dream of modernization. President Xi Jinping comprehensively and systematically expounded China's view on global governance, providing a diagnosis and prescription for global governance from the height of a long historical cycle and the common development and prosperity of all mankind. He put forward concepts and propositions for improving global governance in five aspects: economy, finance, trade, digital technology, and ecology, and announced eight actions for China to support global development, including joining the "Global Alliance to Combat Hunger and Poverty," jointly launching the "International Cooperation Initiative on Open Science" with Brazil, South Africa, and the African Union, and expanding unilateral opening up to the least developed countries. These important initiatives and measures demonstrated a broad global vision, conformed to the development trends of the world economy and technology, responded to the strong desire of the "Global South" for equality and change, clarified the correct direction for improving global governance, and reassured a bewildered world. All parties present listened carefully to President Xi Jinping's important speech and requested the full text of the speech. Leaders of some international organizations sincerely praised it as "a great speech." International public opinion believes that China's proposals have both conceptual guidance and practical paths, and will have an important and far-reaching impact on effectively addressing global challenges. Peru and China, both ancient civilizations, are "neighbors" across the Pacific, and the cultural and economic ties between the two countries are very close. President Boluarte held the grandest welcome ceremony for President Xi Jinping since the founding of the Republic of Peru. The two heads of state positively evaluated the sound development of bilateral relations over the past half-century and looked forward to drawing wisdom and strength from their respective ancient civilizations. The two heads of state witnessed the signing of the "Protocol on the Upgrade of the China-Peru Free Trade Agreement" and the "Cooperation Plan for Jointly Building the 'Belt and Road' between China and Peru," demonstrating the two sides' determination and commitment to firm open cooperation and achieving mutual benefit and win-win results. The biggest highlight of this visit was the joint attendance of the two heads of state via video link at the inauguration ceremony of the Chancay Port. When the modern port, which rose from the ground in just a few years, and the giant container ships whistling their way out to sea appeared on the video, warm applause erupted many times. President Boluarte excitedly stated that the opening of Chancay Port is a historic moment that all Peruvians are proud of, and this magnificent project will strongly promote the Latin American integration process and open a new chapter in Peru's economic development. Brazil is the strongest country in Latin America, the first country in the world to establish a strategic partnership with China, and the first Latin American country to establish a comprehensive strategic partnership with China. This year marks the 50th anniversary of the establishment of diplomatic relations between China and Brazil. President Lula attached great importance to this visit. Amid his busy schedule of receiving leaders from many countries attending the G20 summit, he specifically took a full day to hold state activities for President Xi Jinping, holding the highest-level welcome ceremony at his official residence for the first time, and arranging for Brazilian artists to sing the Chinese song "My Motherland" live. These subtle details highlighted the high importance attached to China-Brazil relations and the deep friendship for the Chinese people. The two heads of state held in-depth and friendly strategic communication and unanimously agreed that bilateral relations have entered their best period in history. China is willing to work with Brazil to continuously enrich the connotation of China-Brazil relations in the new era and be "golden partners" that achieve each other. The two sides signed and issued a joint statement, elevating the positioning of bilateral relations to "a China-Brazil community with a shared future working together to build a more just world and a more sustainable planet," and decided to align the "Belt and Road" initiative with Brazil's development strategy, proving to the world that developing countries can achieve development and revitalization, as well as fairness and justice, through their own paths. President Xi Jinping's visit became an important milestone in the history of Brazil-China relations. Many Brazilian netizens said, "May the jaguar and the Chinese dragon get closer and closer." This year marks the 10th anniversary of President Xi Jinping's proposal to build a China-Latin America community with a shared future. President Xi Jinping's visit demonstrates that the big tree of a community with a shared future for mankind has taken root and blossomed in the South American continent, and marks the full implementation of the "Belt and Road" international cooperation layout in the Latin American region. The "two-way journey" between China and Latin America will undoubtedly become a wonderful chapter in the story of the "Global South" uniting for self-reliance and common prosperity. This time, from Lima to Rio de Janeiro, President Xi Jinping tirelessly held more than 10 bilateral meetings, including with close neighbors and distant relatives across vast distances; he both consolidated and strengthened solidarity with "Global South" countries and stabilized and improved relations with Western countries, making China's circle of friends more solid and expanded. Among them, the meeting between the Chinese and US heads of state in Lima attracted the most international attention. The US election had just concluded, and the world was highly concerned about the future direction of China-US relations. In the meeting, both heads of state emphasized the extreme importance of China-US relations, pointing out that the stable development of China-US relations concerns not only the two peoples but also the future and destiny of mankind. President Xi Jinping profoundly summarized the experiences and lessons of China-US relations in the past four years, reaffirmed China's principled position on major issues such as Taiwan, and emphasized that major power competition should not be the dominant tone of the era, the "Thucydides Trap" is not a historical destiny, "small yard and high fence" is not the behavior of a major power, a "new Cold War" cannot be fought and will not be won, and containment of China is unwise, unfeasible, and will not succeed. China and the US should demonstrate their responsibilities as major powers, continue to explore the correct way for the two major countries to get along, and inject more certainty and positive energy into the world. From Bali to San Francisco and then to Lima, China has always adhered to the principles of mutual respect, peaceful coexistence, and win-win cooperation, committed to exploring the correct way for China and the US to get along, while firmly safeguarding its sovereignty, security, and development interests, demonstrating the responsibility and commitment of a major power. President Xi Jinping met separately with leaders of major European countries such as France, Germany, and the United Kingdom, emphasizing that China and Europe should view each other from a long-term and strategic perspective, adhere to the positioning of a partnership, and be committed to properly resolving differences through dialogue and consultation, continuing the story of cooperation that achieves mutual success. During meetings with leaders of neighboring countries such as Japan, South Korea, Thailand, and Singapore, as well as New Zealand and Australia, President Xi Jinping introduced how China's high-quality development and high-level opening up will provide new opportunities for regional countries, encouraging all parties to uphold the original intention of establishing diplomatic relations, firmly adhere to good-neighborly friendship, leverage advantages such as geographical proximity and economic integration, strengthen exchanges and cooperation, and achieve common development and prosperity. During meetings with leaders of Latin American countries such as Mexico, Chile, Argentina, and Bolivia, President Xi Jinping emphasized that China is willing to strengthen the alignment of development strategies with Latin American countries and continuously enrich the connotation and practice of the China-Latin America community with a shared future. Leaders of all countries actively praised China's development achievements, appreciated China's adherence to multilateralism, and its important contributions to regional and world peace, stability, and development, stating that they firmly adhere to the One-China policy, oppose protectionism and a "new Cold War," are committed to deepening and expanding cooperation with China, and look forward to China playing a greater role in international and regional affairs. All parties generally spoke highly of China's important contributions to the Asia-Pacific region and world economic growth, admired China's tremendous development achievements, expressed full confidence in China's economic prospects, and believed that China is the stabilizer and engine of world development, and that Chinese modernization provides reference and guidance for "Global South" countries, bringing hope and future to developing countries. They look forward to comprehensively deepening cooperation with China to better promote their own economic development and improvement of people's livelihoods. International public opinion believes that China's development is the growth of forces for world peace, stability, and progress, and is the greatest certainty and stability in the current turbulent and intertwined world. During the visit, leaders of many countries expressed sincere admiration for President Xi Jinping's experience in governance and his leadership style as a major country leader. Chilean President Boric specifically carried with him a Spanish version of the fourth volume of "Xi Jinping: The Governance of China" and personally asked President Xi Jinping to sign it as a souvenir. President Lula stated that President Xi Jinping seeks well-being for the people, upholds social fairness and justice, advocates peace instead of war, cooperation instead of confrontation, and creation instead of destruction, setting an example for the world. President Boluarte stated in an interview with the media that President Xi Jinping taught us how to escape extreme poverty and become a strong country, and is a role model for us to learn from. We learned from China that nothing is impossible. President Xi Jinping, with keen insights into international developments and a grasp of the pulse of the times, has put forward a series of major concepts and initiatives that conform to the historical trend, demonstrating the global vision and mission of a leader of a major party and a major country. Under the correct guidance of Xi Jinping Thought on Diplomacy, Chinese diplomacy has always held high the banner of a community with a shared future for mankind, confidently and proactively navigated the changing international landscape, bravely forged ahead in a world of profound changes, firmly occupying the moral high ground in international affairs, and forged a path of major country diplomacy with Chinese characteristics, distinctive Chinese style and demeanor. China's international influence, appeal, and shaping power continue to rise, and the ideological and emotional identification of the international community, especially the vast number of developing countries, with the path of socialism with Chinese characteristics is deepening. When the wind is strong, it is time to set sail. President Xi Jinping's trip to Latin America was a complete success, marking a brilliant conclusion to this year's head-of-state diplomatic visits, and another successful practice of Xi Jinping Thought on Diplomacy.
