On the morning of November 16, local time, the 31st APEC Economic Leaders' Meeting was held at the Lima Convention Center in Peru. Chinese President Xi Jinping attended the meeting and delivered an important speech titled "Jointly Shoulder the Responsibility of the Times and Promote Asia-Pacific Development." Upon his arrival, President Xi Jinping was warmly greeted by President Boluarte. In his speech, Xi Jinping pointed out that over the past few decades, APEC has driven significant development, prosperity, and integration in the Asia-Pacific region, making it the most dynamic and primary growth engine of the global economy. Currently, as the world undergoes accelerating changes unseen in a century, Asia-Pacific cooperation also faces challenges such as rising geopolitical tensions, unilateralism, and protectionism. At this historical crossroads, Asia-Pacific countries must unite, collaborate, and bravely shoulder their responsibilities to promote the building of an Asia-Pacific community with a shared future and strive to open a new era of Asia-Pacific development. Xi Jinping put forward three proposals: First, to build an open and interconnected Asia-Pacific cooperation framework. This involves upholding multilateralism and the direction of an open economy, firmly safeguarding the multilateral trading system with the World Trade Organization at its core, vigorously advancing regional economic integration and connectivity, and maintaining the stability and smooth flow of industrial and supply chains. Today, we will adopt new guiding documents for the construction of the Asia-Pacific Free Trade Area, which we believe will inject new impetus into the development of an open Asia-Pacific economy. China adheres to reform through opening up, actively aligns with high-standard international economic and trade rules, and actively expands its autonomous opening-up. China is willing to explore and negotiate digital and green trade agreements with relevant parties and continuously expand its high-standard free trade network globally. Second, to foster new green and innovative growth drivers in the Asia-Pacific. We must seize the opportunities of the new round of scientific and technological revolution and industrial transformation, strengthen exchanges and cooperation in cutting-edge fields such as artificial intelligence, quantum information, and life and health, create an open, fair, just, and non-discriminatory innovation ecosystem, and promote a leap in productivity in the Asia-Pacific region. We must prioritize ecology, conserve resources, develop in a green and low-carbon manner, promote the coordinated transformation of digitalization and greening, and shape new driving forces and advantages for Asia-Pacific development. China is developing new quality productive forces adapted to local conditions, deepening green innovation cooperation with all parties, and will release the "Global Data Cross-Border Flow Cooperation Initiative." China is willing to work with all parties to jointly promote efficient, convenient, and secure cross-border data flow, contributing to high-quality development in the Asia-Pacific. Third, to firmly establish the concept of inclusive and equitable Asia-Pacific development. We need to strengthen economic and technological cooperation, increase support for developing economies and vulnerable groups, jointly expand and share the "cake" of economic development, and allow more economies and people to share the fruits of development. China will advance initiatives within APEC, such as increasing residents' income and promoting the cluster development of small and medium-sized enterprises, to help promote inclusive and equitable economic development in the Asia-Pacific. China will host APEC in 2026 and looks forward to working with all parties to deepen Asia-Pacific cooperation for the benefit of the Asia-Pacific people. Xi Jinping emphasized that reform and opening-up are historical processes of common development and progress for both China and the world. The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed over 300 major reform measures, systematically outlining plans for building a high-level socialist market economic system, promoting high-quality economic development, expanding high-level opening-up, improving people's living standards, and building a beautiful China in various fields. China's development will provide more new opportunities for Asia-Pacific and global development. China welcomes all parties to continue to ride on China's development express train and work together for the modernization of all countries in the world, achieving peaceful development, mutually beneficial cooperation, and common prosperity. The meeting was chaired by Peruvian President Boluarte, with the theme of "Empower, Include, Grow." The meeting issued three outcome documents: the "2024 APEC Leaders' Machu Picchu Declaration," the "Statement on a New Vision for the Asia-Pacific Free Trade Area Agenda," and the "Lima Roadmap for Promoting Transition to a Formal and Global Economy." On the evening of the 15th, Xi Jinping attended the welcome banquet for the APEC Economic Leaders' Meeting. Wang Yi participated in the above activities.

On the afternoon of November 16, local time, Chinese President Xi Jinping met with US President Joe Biden in Lima. Xi Jinping pointed out that over the past four years, despite the twists and turns in China-US relations, dialogue and cooperation have been carried out, and overall stability has been achieved. We guided the two teams to identify some guiding principles for China-US relations through consultation, jointly promoted the resumption of dialogue and cooperation between the two countries, restored and established more than 20 communication mechanisms, and achieved positive results in diplomacy, security, economy and trade, finance, military, anti-drug, law enforcement, agriculture, climate change, humanities, and other fields. The experience of the past four years is worth summarizing, and the lessons learned need to be remembered. I believe there are at least the following points. First, have a correct strategic understanding. The "Thucydides trap" is not a historical destiny, a "new Cold War" cannot be fought and cannot be won, and containment of China is unwise, unfeasible, and will not succeed. Second, keep promises and act on them. Without credibility, one cannot stand. China always says what it does, but if the US always says one thing and does another, it will be very detrimental to the US image and undermine mutual trust. Third, treat each other equally. In interactions between China and the US, two major countries, neither side can transform the other according to its own will, nor can it suppress the other from a so-called "position of strength," much less deprive the other of its legitimate right to development in order to maintain its own leading position. Fourth, do not challenge red lines and bottom lines. China and the US are two major countries, and it is inevitable that there will be some contradictions and differences, but they cannot harm each other's core interests, much less engage in conflict and confrontation. The One-China principle and the three China-US joint communiqués are the political foundation of bilateral relations and must be adhered to. The Taiwan issue, democracy and human rights, development paths and systems, and development rights are China's four red lines, which cannot be challenged. These are the most important guardrails and safety nets for China-US relations. Fifth, engage in more dialogue and cooperation. Under the current circumstances, the common interests between China and the US have not decreased, but rather increased. Whether in economy and trade, agriculture, anti-drug, law enforcement, public health, or facing global challenges such as climate change and artificial intelligence, as well as on international hotspot issues, China-US cooperation is needed. China and the US should lengthen the list of cooperation and expand the pie of cooperation to achieve win-win cooperation. Sixth, respond to people's expectations. The development of China-US relations should always focus on the well-being of the two peoples and gather the strength of the two peoples. China and the US should build bridges and pave roads for personnel exchanges and cultural exchanges between the two countries, and also remove interference and obstacles, and not artificially create a "chilling effect." Seventh, demonstrate the responsibility of major countries. China and the US should always consider the future of humanity, take responsibility for world peace, provide public goods for the world, and play a positive role in world unity, including carrying out benign interactions, not engaging in mutual attrition, and not coercing other countries to take sides. Xi Jinping emphasized that the development process of China-US relations confirms the experience and enlightenment of 45 years of China-US diplomatic relations. If the two countries act as partners and seek common ground while reserving differences, China-US relations can achieve great development. If they regard each other as rivals and engage in vicious competition, China-US relations will suffer setbacks or even regression. The world today is turbulent and conflict-ridden, and humanity faces unprecedented challenges. Great power competition should not be the dominant theme of the era; only unity and cooperation can overcome difficulties. "Decoupling and breaking chains" is not the solution; mutually beneficial cooperation can achieve common development. "Small yard, high fence" is not the action of a major country; open sharing can benefit humanity. The stable development of China-US relations concerns not only the two peoples but also the future of humanity. China and the US should continue to explore the correct way for two major countries to get along, achieve long-term peaceful coexistence between China and the US on this planet, and inject more certainty and positive energy into the world. Xi Jinping stressed that China's goal of stable, healthy, and sustainable development of China-US relations has not changed, the principle of handling China-US relations based on mutual respect, peaceful coexistence, and win-win cooperation has not changed, the firm stance of safeguarding its own sovereignty, security, and development interests has not changed, and the desire to continue the traditional friendship between the Chinese and American peoples has not changed. China is willing to continue dialogue with the US, expand cooperation, and manage differences, to maintain the hard-won stabilizing momentum of China-US relations. Xi Jinping elaborated on China's position on issues such as Taiwan, economy and trade, science and technology, cybersecurity, the South China Sea, the Ukraine crisis, and the Korean Peninsula. Xi Jinping emphasized that "Taiwan independence" separatist activities are incompatible with peace and stability across the Taiwan Strait. If the US wants to maintain peace and stability across the Taiwan Strait, the key is to recognize the "Taiwan independence" nature of Lai Ching-te and the DPP authorities, handle the Taiwan issue with caution, clearly oppose "Taiwan independence," and support China's peaceful reunification. The Chinese people's right to development cannot be deprived or ignored. All countries have the need to safeguard national security, but they cannot generalize the concept of national security, let alone use it as an excuse to maliciously restrict and suppress other countries. The so-called Chinese cyber-attacks are neither evidenced nor reasonable. China itself is a victim of international cyber-attacks and has consistently opposed and combated all forms of cyber-attacks. China firmly safeguards its territorial sovereignty and maritime rights and interests in the South China Sea. Dialogue and consultation among the parties concerned have always been the best way to manage disputes in the South China Sea. The United States should not intervene in bilateral disputes concerning the Nansha (Spratly) Islands and reefs, nor should it condone and support provocative impulses. China's position and actions on the Ukraine issue have always been open and above board, which is to shuttle diplomacy and promote peace talks, working for peace and striving to de-escalate the situation. China will not allow war or chaos on the Korean Peninsula and will not sit idly by while China's strategic security and core interests are threatened. Biden stated that US-China relations, as the most important bilateral relationship in the world, concern not only the two peoples but also the future of the world. Ensuring that US-China competition does not escalate into conflict is a responsibility that the US and Chinese governments bear for the two peoples and the world. Over the past four years, the US and China have worked together to restore and establish some dialogue and communication channels, including regular strategic communication between the two diplomatic and security teams and candid and in-depth dialogue, which has played a beneficial role in enhancing mutual understanding. Especially since our meeting in San Francisco a year ago, the two sides have achieved tangible results in military, anti-drug, law enforcement, artificial intelligence, climate change, and cultural exchanges. The US and China supported each other in hosting the 2026 APEC Economic Leaders' Meeting and the G20 Leaders' Summit, demonstrating the benefits that US-China cooperation can bring to the people. The United States does not seek a "new Cold War," does not seek to change China's system, does not seek to oppose China by strengthening alliances, does not support "Taiwan independence," does not seek conflict with China, and will not use the Taiwan issue to compete with China. The US will also continue to adhere to the One-China policy. The US is willing to strengthen communication and dialogue with China during the transition period, enhance mutual understanding, and responsibly manage differences. The two heads of state reiterated the seven consensuses reached on the guiding principles for US-China relations, namely mutual respect, peaceful coexistence, maintaining communication, preventing conflict, adhering to the UN Charter, cooperating in areas of common interest, and responsibly managing competitive factors in bilateral relations. The two sides are willing to uphold these principles, continue to stabilize US-China relations, and achieve a smooth transition. The two heads of state positively evaluated the important role of strategic communication between China and the US, regular contacts between diplomatic and security teams, and dialogue mechanisms in military, economy and trade, and finance, and agreed to continue to maintain the momentum of communication and strengthen macro-economic policy coordination. The two heads of state reviewed the positive progress made in dialogue and cooperation in areas such as anti-drug, climate change, artificial intelligence, and cultural exchanges since the San Francisco meeting. The two heads of state believed that the two sides had candid and constructive dialogue on artificial intelligence governance, co-sponsored their respective resolutions on artificial intelligence at the UN General Assembly, confirmed the necessity of strengthening international cooperation to promote AI for good and inclusiveness, and should maintain human control over decisions regarding the use of nuclear weapons. The two heads of state both believed that this meeting was candid, in-depth, and constructive, and expressed willingness to continue to maintain communication. Cai Qi and Wang Yi attended the meeting.
On November 17, local time, on the occasion of his trip to Rio de Janeiro to attend the 19th G20 Leaders' Summit and conduct a state visit to Brazil, Chinese President Xi Jinping published a signed article titled "Forging Good Relations Across Vast Distances for a Shared Future, Setting Sail Together at the Right Time" in the Brazilian newspaper Folha de S.Paulo. The full text of the article is as follows: Forging Good Relations Across Vast Distances for a Shared Future, Setting Sail Together at the Right Time By Xi Jinping, President of the People's Republic of China At the invitation of President Lula, I am about to pay a state visit to the Federative Republic of Brazil and attend the G20 Leaders' Summit in Rio de Janeiro. Brazil is a country beloved by the Chinese people, with its vast land, beautiful scenery, and diverse culture. More than 200 years ago, Chinese tea, lychees, spices, and porcelain traveled across the oceans to Brazil, building a bridge for economic and trade exchanges between the two countries and becoming a bond of friendly exchanges between the Chinese and Brazilian people. On August 15, 1974, China and Brazil officially established diplomatic relations. Over the past 50 years, China-Brazil relations have withstood the test of international vicissitudes, matured and become active, effectively promoting the respective development of both countries, and making positive contributions to world peace and stability, setting an example for win-win cooperation and a shared destiny between two major developing countries. Both sides have always adhered to mutual respect and equal treatment, understanding and supporting the development paths chosen by their respective peoples. Brazil was the first country to establish a strategic partnership with China, and also the first Latin American country to establish a comprehensive strategic partnership with China, with bilateral relations always at the forefront of China's relations with developing countries. China and Brazil have a comprehensive government-to-government dialogue and cooperation mechanism. The China-Brazil High-Level Coordination and Cooperation Committee has been operating well for 20 years, playing an important role in coordinating and planning cooperation in various fields and seeking common development. Both sides have always adhered to mutual benefit and win-win cooperation, complementing each other's strengths, and working hand in hand to advance their respective modernization processes. China has been Brazil's largest trading partner for 15 consecutive years and one of Brazil's main sources of foreign investment. According to Chinese statistics, in the past three years, China's annual imports from Brazil have exceeded US$100 billion. With the joint efforts of both countries, the bilateral trade structure has been continuously optimized, the level of cooperation has continued to improve, and common interests have expanded. Mutually beneficial cooperation in agriculture, infrastructure, energy resources, green development, scientific and technological innovation, and finance has been vibrant and fruitful, effectively promoting their respective economic and social development. Both sides have always adhered to openness and inclusiveness, learning from each other, with a natural affinity and a common pursuit of beautiful things. Brazilian renowned poets and writers Cecilia Meireles and Machado de Assis both translated Chinese Tang poetry, reflecting the spiritual resonance between the two sides across time and space. In recent years, music, dance, cuisine, and sports have become new bridges connecting the two peoples, and mutual understanding and friendly feelings have continuously deepened. Brazil's adorable capybaras, Bossa Nova music, and characteristic dances such as samba and capoeira are widely popular in China, while Chinese traditional festivals such as the Spring Festival and traditional Chinese medicine are becoming known to more and more Brazilians. Youth, journalists, and scholars from both countries interact frequently, and local exchanges are active. This year, both sides held a series of activities to celebrate the 50th anniversary of the establishment of diplomatic relations, presenting a series of splendid cultural feasts for the people of both countries. In recent days, I have successively received letters from more than a hundred friendly people from various sectors in Brazil, including the Brazil-China Friendship Association, university teachers and students in Brazil, and the Copacabana Fort Band in Rio de Janeiro, expressing their eager anticipation for deepening the friendship between the two countries, which touched me deeply. Both sides have always adhered to peaceful development, fairness, and justice, and have similar or identical views on many international and regional issues. Both countries are firm defenders of the basic norms of international relations and multilateralism, and have long maintained close cooperation in international organizations and multilateral mechanisms such as the United Nations, G20, and BRICS on major issues such as global governance and climate change. Not long ago, China and Brazil jointly issued the "Six-Point Consensus" on promoting a political settlement of the Ukraine crisis, which received a positive response from the international community. China and Brazil have worked together to play the role and assume the responsibility of responsible major countries, promoting world multipolarization and the democratization of international relations, and injecting positive energy into world peace and stability. Currently, the world is undergoing accelerating changes unseen in a century, with new challenges and changes emerging endlessly. "Those who strive first in a hundred boats will win; those who brave forward in a thousand sails will prevail." As two major developing countries in the Eastern and Western Hemispheres and important members of BRICS, China and Brazil should unite more closely, bravely become "windbreakers" and "wave riders," open up new channels side by side, and sail together towards a better future for the people of both countries and humanity. We must firmly grasp the general direction of China-Brazil friendship. Both sides should always adhere to mutual respect, mutual trust, and mutual learning, further strengthen exchanges at all levels and in all fields, including government, political parties, and legislative bodies, strengthen exchanges on governance and development experience, continuously consolidate strategic mutual trust, and consolidate the political foundation of bilateral relations. Continue to give full play to the role of cooperation mechanisms such as the China-Brazil High-Level Coordination and Cooperation Committee and the Comprehensive Strategic Dialogue, actively build stable and mature major power relations, and promote the steady and long-term development of bilateral relations. We must cultivate new drivers for China-Brazil mutually beneficial cooperation. Both China and Brazil consider accelerating economic development and improving people's well-being as important goals, and both are striving to advance on the path of modernization. Currently, a new round of scientific and technological revolution and industrial transformation is accelerating. Both sides should firmly grasp the opportunities of the times, continuously promote the alignment of the Belt and Road Initiative with Brazil's development strategy, constantly enhance the strategic, comprehensive, and pioneering nature of bilateral mutually beneficial cooperation, create more exemplary projects that conform to the trend of the times and bring lasting benefits to the people, and promote the common development of their respective countries and regions. We must deepen the foundation of China-Brazil people-to-people friendship. China-Brazil cultures are rich, colorful, and uniquely charming, complementing and attracting each other. Both sides should continue to carry forward the fine tradition of openness and inclusiveness, deepen exchanges and cooperation in culture, education, science and technology, health, sports, tourism, and local areas, so that the two countries become more real,立体, and vivid in the hearts of each other's people, cultivate more non-governmental envoys for the continuation of China-Brazil traditional friendship, and allow the civilizations of the two countries to coexist harmoniously and be inclusive in friendly exchanges, continuously enriching the hundred-flower garden of world civilizations. We must demonstrate the responsibility of China and Brazil as major countries in solidarity and mutual assistance. Currently, the "Global South" is rising collectively, but its voice and demands are not yet fully reflected in the current international governance system. As major developing countries in the world, we should shoulder the responsibilities entrusted to us by history, and work with the vast number of "Global South" countries to firmly defend the common interests of developing countries, cooperate to address global challenges, promote the global governance system to develop in a more just and reasonable direction, and make China-Brazil contributions to world peace, stability, and common development. Another important purpose of my visit to Brazil is to attend the G20 Leaders' Summit. The G20 is an important platform for international economic cooperation. After Brazil assumed the presidency, it established the theme of "Building a Just World and a Sustainable Planet," actively promoted G20 cooperation in various fields, and laid a good foundation for the successful holding of the Rio de Janeiro Summit. President Lula designated "combating hunger and poverty" as a major agenda item for the Rio de Janeiro Summit and initiated the establishment of a "Global Alliance against Hunger and Poverty," which China highly appreciates and will actively support. Building a just world requires the G20 to adhere to the principles of mutual respect, equal cooperation, and mutual benefit, and support "Global South" countries in achieving greater development. Development should be placed at the core of G20 cooperation, and the realization of the UN 2030 Agenda for Sustainable Development should be prioritized, building a global partnership for sustainable development and promoting more inclusive, equitable, and resilient global development. Actively promote reforms of the International Monetary Fund, the World Bank, and the World Trade Organization to enhance the representation and voice of the "Global South." Strengthen macroeconomic policy coordination, promote trade and investment liberalization and facilitation, and create an open, inclusive, and non-discriminatory international economic cooperation environment. Building a sustainable planet requires the G20 to advocate sustainable production and lifestyles, and achieve harmonious coexistence between humanity and nature. Deepen international cooperation in areas such as green and low-carbon development, environmental protection, energy transition, and climate change, uphold the principle of common but differentiated responsibilities, and provide more support to "Global South" countries in terms of funding, technology, and capacity building. Thirty-two years ago, the UN Conference on Environment and Development was held in Rio de Janeiro, reaching important outcomes such as "Agenda 21." An important agenda item for the G20 leaders meeting in Rio de Janeiro is to discuss global green and low-carbon development. It is hoped that the Rio de Janeiro Summit can inject greater impetus and stronger confidence into global sustainable development. I believe that the G20 Leaders' Summit in Rio de Janeiro will surely achieve fruitful results and leave a distinct "Brazilian imprint" in the historical process of the G20. I also look forward to working with President Lula to lead China-Brazil relations into a new "golden 50 years" and build a more just and sustainable community with a shared future.
