Early summer in the Southern Hemisphere is full of vitality and hope. At the invitation of President Boluarte, I will pay a state visit to the Republic of Peru and attend the 31st APEC Economic Leaders' Meeting. This will be my second visit to Peru, China's "neighbor" across the Pacific, since I assumed the presidency of the People's Republic of China. This land nurtured ancient civilizations such as Caral, Chavin, Chimu, and Inca. Its people affectionately call Chinese people "laoxiang" (folks from the same hometown). Its congress passed a resolution designating February 1st as "Peru-China Friendship Day," and Chinese restaurants here are called "Chifa." Every time I come to Peru, I deeply feel the friendly sentiments of the Peruvian people towards the Chinese people. This friendship is rooted in the wisdom of ancient civilizations. Chinese civilization is the only continuous civilization in the world, spanning more than 5,000 years. The maritime civilization represented by Caral civilization and the land civilization represented by Inca civilization demonstrate the long history and rich diversity of Peruvian civilization. Chinese and foreign archaeologists believe that Chinese civilization and American civilization are actually products of descendants of the same ancestor at different times and in different places. The wisdom of civilizations brings us similar ideas and a shared understanding. Chinese people have always emphasized "taking utmost sincerity as the way, and utmost benevolence as virtue," while the Incas advocated "do not steal, do not lie, do not be lazy." Peruvian thinker Mariátegui once said, "Spiritually and materially, China is closer to us than Europe. Our people's psychology is more Asian than Western." This is the "civilizational code" that has enabled Chinese immigrants to integrate and become inseparable from the Peruvian people over the past 175 years. Recently, the broadcasting and television departments of the two countries will hold the premiere of "From the Great Wall to Machu Picchu" in Peru and broadcast excellent Chinese film and television works such as "The Three-Body Problem." I believe this will help Peruvian friends gain a deeper understanding of China. This friendship is inherited from a history that echoes each other. Many people have told me that Chinese and Peruvian people feel "kindred" when they see each other, and feel "familiar" when they see each other's cultural relics. For example, the Inca golden mask unearthed in Peru is identical to the golden mask from Sanxingdui in China. On the altar of the ancient city of Machu Picchu, there is a "Intihuatana" stone, through which the Incas determined seasons and compiled calendars based on the changing shadows of the sun, which is remarkably similar to ancient Chinese sundials. Ancient Shu ancestors in China expressed their worship of the sun and sun gods with a flying sunbird, which is the same as the Inca civilization, both reflecting a yearning for light. Since last year, the "What is Civilization" global exhibition has visited Peru, and exhibitions such as "Inca Trail" Andean Cultural Exhibition and "The Incas and the Land of Four Quarters of the Empire" have come to China, receiving warm welcome from the people of both countries. Recently, the two sides have held the "Light of the Sun: Mutual Learning between Ancient Shu Civilization and Inca Civilization Exhibition" in Peru. I welcome everyone to visit and I believe you will find more examples of the mutual brilliance of Chinese and Peruvian civilizations. This friendship is deepened through mutually beneficial cooperation. Peru was one of the first Latin American countries to establish diplomatic relations with New China. For more than half a century, China-Peru relations have always moved forward steadily, especially since the establishment of a comprehensive strategic partnership in 2013, bilateral relations have continued to deepen, and pragmatic cooperation has yielded fruitful results, benefiting the people of both countries. During the COVID-19 pandemic, China dispatched medical expert teams to Peru and provided vaccines and anti-epidemic supplies to Peru to the best of its ability, proving with practical actions that China is a trustworthy friend of Peru at critical moments. Peru was the first Latin American country to sign a comprehensive free trade agreement with China and one of the first Latin American countries to join the Belt and Road Initiative. China has been Peru's largest trading partner and largest export market for 10 consecutive years. Last year, Peru's exports to China accounted for 36% of Peru's total exports. Chinese enterprises' investment stock in Peru is about 30 billion US dollars. The Las Bambas copper mine project invested by Chinese enterprises accounts for about 1% of Peru's GDP and has created tens of thousands of jobs. The Garrido Hospital in the Tumbes region, built by Chinese enterprises, benefits over 100,000 residents, and the Lima Three-Region Water Project, once completed, will solve the sanitary water problems for over 400,000 Peruvian people. An ancient Chinese saying goes: "Governing a country has its constants, but benefiting the people is the fundamental." A Peruvian proverb says: "The voice of the people is the voice of God." Enabling people to live better lives is our shared pursuit. We must carry forward the traditional friendship between China and Peru, expand and deepen mutually beneficial cooperation in various fields, and imbue it with new connotations in the new era. This July, the Third Plenary Session of the 20th Central Committee of the Communist Party of China was successfully held, making systematic arrangements for further comprehensively deepening reform and promoting Chinese modernization, which provides new opportunities for all countries in the world, including Peru, and opens up new broad prospects for China-Peru mutually beneficial cooperation. During this visit, President Boluarte and I will jointly attend the inauguration ceremony of Chancay Port via video link. Chancay Port is an important project for China-Peru Belt and Road cooperation and the first smart port in South America. The first phase of Chancay Port can shorten the shipping time from Peru to China to 23 days, save more than 20% of logistics costs, bring 4.5 billion US dollars in annual revenue to Peru, and create more than 8,000 direct jobs. The completion of Chancay Port will help Peru build a multi-dimensional, diversified, and efficient connectivity pattern from coast to inland, from Peru to other Latin American and Caribbean countries, creating a "New Inca Trail" starting from Chancay Port, and driving the overall development and integration of the Latin American and Caribbean region. The port project department also established an animal rescue station, actively assuming the social responsibility of rescuing penguins, seals, and birds, and improving the environmental conditions of wetlands, beaches, and biological habitats. We must jointly build and operate Chancay Port well, so that "from Chancay to Shanghai" truly becomes a road of prosperity that promotes the common development of China-Peru and China-Latin America. China is also willing to continue implementing "small and beautiful" livelihood cooperation projects in Peru, promote the establishment of Luban Workshops and Chinese Language Workshops, strengthen vocational education cooperation between the two countries, and encourage Chinese enterprises to create more local jobs and fulfill their social responsibilities, making the "laoxiang" sentiment more real and tangible. We must take on the responsibility of mutual learning among civilizations in the new era, strengthen exchanges and cooperation in culture and art, education, scientific research, tourism, youth, cultural heritage protection, archaeology, and other fields, take more measures to facilitate personnel exchanges between the two countries, and further consolidate the social and public opinion foundation for the development of bilateral relations. We should strengthen cooperation between the two countries within the framework of the Ancient Civilizations Forum mechanism, explore the establishment of a global network for dialogue and cooperation among civilizations, support exchanges and mutual learning among civilizations in all countries, so that different civilizations in the world, like the colorful pools of Jiuzhaigou in China and the terraces of Maras in Peru, though colorful and varied in shape, complement each other and shine together, making greater contributions to the progress of human civilization. Following the two successful APEC Economic Leaders' Meetings in 2008 and 2016, Peru will host this important meeting for the third time.
