Xi Jinping's Excerpts on Natural Resources Work Published

A book titled "Excerpts from Xi Jinping's Discourses on Natural Resources Work," edited by the Institute of Party History and Literature of the Central Committee of the Communist Party of China, was recently published by Central Literature Publishing House and distributed nationwide. Nature is the fundamental condition for human survival and development. Since the 18th National Congress of the Communist Party of China, the Party Central Committee, with Comrade Xi Jinping at its core, has planned development from the perspective of harmonious coexistence between humanity and nature. It has adhered to and strengthened the Party's overall leadership over natural resources work, reinforced natural resource management, and insisted on using resource and environmental carrying capacity as a prerequisite and foundation. It has organized and implemented the functional zoning strategy, optimized the spatial layout for land development and protection, coordinated the integrated protection and systemic management of mountains, rivers, forests, fields, lakes, grasslands, and deserts, established a nature reserve system with national parks as the main body, and promoted the formation of a spatial pattern, industrial structure, production methods, and lifestyles that conserve resources and protect the environment, thus opening up broad prospects for the sustainable development of the Chinese nation. Comrade Xi Jinping's series of important discourses on natural resources work are profound in their concept, rich in content, and deep in thought. They are of great significance for promoting the compatibility of economic and social development with resource and environmental carrying capacity in the new era and on the new journey, improving the natural resource asset property rights system and management system, supporting high-quality development with high-level protection, and striving to build a Chinese-style modernization where humanity and nature coexist harmoniously. The "Excerpts from Discourses" is divided into 8 topics, totaling 286 paragraphs, selected from more than 150 important documents, including reports, speeches, explanations, congratulatory messages, and instructions by Comrade Xi Jinping between December 2012 and October 2024. Some of these discourses are being published for the first time.

Anchoring Modernization, Deepening Reforms: Developing Industries to Enrich People, Accelerating Rural Revitalization

General Secretary Xi Jinping emphasized that to advance Chinese-style modernization, it is essential to accelerate rural revitalization, with the primary focus on developing industries that enrich the people. The Third Plenary Session of the 20th Central Committee of the Communist Party of China made systematic arrangements for improving the support system that strengthens agriculture, benefits farmers, and enriches farmers, thereby continuously breaking new ground in promoting comprehensive rural revitalization. During harvest season, the vast land of China is abundant with produce. Various regions are adapting to local conditions, continuously strengthening and expanding their distinctive industries to help residents increase their income and become prosperous. This is the Huang'an high-quality "double-high" sugarcane base in Laibin National Modern Agricultural Industrial Park, Guangxi. Currently, tens of thousands of acres of sugarcane are growing well, promising a bountiful harvest. This year, Laibin has comprehensively promoted drip irrigation and water-fertilizer integration facilities, which not only save about 50% of water per mu of sugarcane field but also effectively increase yield. Laibin's sugarcane production accounts for approximately one-tenth of the national total. In December 2023, General Secretary Xi Jinping inspected Laibin, where he pointed out that Guangxi is China's main sugarcane producing area, and this distinctive and advantageous industry must be strengthened and expanded. He emphasized the need to actively cultivate and promote improved varieties, enhance the level of mechanized operations, and explore the establishment of more stable benefit-sharing mechanisms to allow the vast number of farmers to share in the achievements of rural reform and development. The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to improve the support system for strengthening agriculture, benefiting farmers, and enriching farmers, prioritize the development of agriculture and rural areas, and improve the investment mechanism for rural revitalization. Following the direction guided by General Secretary Xi Jinping, Laibin has actively guided sugar manufacturing enterprises to increase their support for sugarcane farmers, promoting the establishment of a new type of agricultural-enterprise relationship between sugar manufacturing enterprises and planting entities, based on benefit-sharing and efficiency orientation. Currently, 13 sugar manufacturing enterprises in Laibin have signed contracts covering over 1.8 million mu, with a contract signing rate exceeding 99%. The local area has also further improved the circular economy industrial chain, including the utilization of bagasse and sugarcane leaves, ensuring that "every part of a sugarcane stalk is sweet." This year, the output value of sugarcane processing and comprehensive utilization in Guangxi is expected to exceed 100 billion yuan. To build pillar industries for comprehensive rural revitalization, various regions are focusing on developing "local specialties." From Wuchang rice and Huangshan Maofeng tea, to Shanxi daylilies, Maoming lychees, and Gannan navel oranges, "local specialties" are rapidly growing. Today, the total number of green, organic, famous, special, high-quality, new, and geographically indicated agricultural products in China has reached 78,000. In Laiyang, Shandong, the local area focuses on distinctive agricultural products such as Laiyang pears, large peanuts, and white-feathered chickens, promoting a model of "industry alliance + leading enterprises + cooperatives + bases + farmers." This accurately connects more small farmers to large markets, and this year, it is expected to help 100,000 farmers increase their per capita income by nearly 20,000 yuan. In Jingning County, Gansu, over 1 million mu of apples have recently been harvested. This year, the local area continued to promote the intelligent transformation of old orchards, introduced advanced domestic intelligent sorting lines, and built an apple production and sales big data platform, accelerating the cultivation of new business forms such as e-commerce and cultural tourism, continuously enhancing the added value of the apple industry. In implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, various regions are also taking the expansion of county-level industries that enrich the people as an important抓手 to promote comprehensive rural revitalization. In Fuyuan, Heilongjiang, cranberries have yielded a bumper harvest. As Asia's largest cranberry cultivation base, Fuyuan supplies approximately 40% of the production for the Asian market. The local area is accelerating its exploration of cranberry deep processing, having already developed new products in food, cosmetics, and health products, continuously extending the industrial chain. This year, relying on the Cranberry Research Center, the local area is also continuing to exert efforts in cultivating space cranberry seedlings and achieving indigenous breeding. In Dali, Shaanxi, this year's winter jujube production is around 600,000 tons, with sales exceeding 7 billion yuan. The local area, by establishing a national modern agricultural industrial park, is promoting the expansion of the winter jujube industry into "refined, high-grade, and high-value-added" fields, while also accelerating the cultivation and promotion of new winter jujube varieties.

Forging Ahead on the Path to a Strong Nation, Striding Towards a New Journey - Major Projects: Shenzhen-Zhongshan Link Accelerates Greater Bay Area Integration

Since the opening of the Shenzhen-Zhongshan Link, the travel time between Shenzhen and Zhongshan has been shortened from over two hours to within 30 minutes. Recently, the 10.8-kilometer "Nansha Link Line" officially opened to traffic, adding another crucial connection to the Shenzhen-Zhongshan Link. Not long ago, the "Nansha Link Line," which connects the Shenzhen-Zhongshan Link with the main line of the Nanzhong Expressway, officially opened to traffic, marking the first direct land connection between Shenzhen and Guangzhou, two major cities. From Nansha, Guangzhou, it now takes only 20 minutes to reach Qianhai, Shenzhen, and 15 minutes to reach Zhongshan city center. As the world's first cross-sea cluster project integrating "bridges, islands, tunnels, and underwater interchanges," the Shenzhen-Zhongshan Link has continued to experience peak traffic since its trial operation began on June 30. As of November 6, the total vehicle flow has exceeded 10.91 million vehicle-times, with an average daily traffic volume of over 80,000 vehicle-times. The shortening of spatial and temporal distances between cities has also spurred cross-city commuting and tourism. In the third quarter of this year, Zhongshan's cumulative tourist接待 grew by 103.55% year-on-year. From tourism to investment, and from service industries to manufacturing, the surging flow of people underscores the accelerating realization of the "Golden Bay Area" forming on both sides of the Pearl River. Over 600 government services can now be processed "across cities" between the two areas, and a batch of specialized, refined, unique, and new enterprises from Shenzhen have settled and developed in Zhongshan. Industrial linkages between Shenzhen and Zhongshan, such as "Shenzhen headquarters + Zhongshan manufacturing" and "Shenzhen R&D + Zhongshan transformation," are becoming increasingly active. Macao youth Li Zijian started his business in Zhongshan six years ago, and now "a foot on the gas" to travel across the Greater Bay Area has become his daily routine. Currently, five cross-river and cross-sea passages have formed on both sides of the Pearl River, including the Shenzhen-Zhongshan Link, Humen Bridge, Nansha Bridge, Huangpu Bridge, and Hong Kong-Zhuhai-Macao Bridge, connecting the city clusters on the east and west banks like beads on a chain, building a "new artery" for the deep integration and development of the Greater Bay Area. At present, the total mileage of expressways in the Guangdong-Hong Kong-Macao Greater Bay Area has exceeded 5,300 kilometers. People can travel freely, and goods can flow smoothly. Starting from the Pearl River Estuary, the increasingly dense multi-dimensional transportation network is drawing a blueprint for the future of regional coordinated development in the Greater Bay Area.

The 7th CIIE Concludes Today with Fruitful Results

The 7th China International Import Expo (CIIE) concluded today (November 10) in Shanghai, achieving fruitful results during its six-day run. This afternoon, the latest "report card" for this year's CIIE was announced: nearly 3,500 enterprises participated, bringing 450 new products, technologies, and services for their first global or China debut; the intended transaction value reached 80.01 billion US dollars, an increase of 2% compared to the previous session. Behind these record-breaking figures is this year's CIIE's active exploration into China's higher-level opening-up. An hour and a half before the opening ceremony, the organizers arranged a dedicated matchmaking session, where guests used valuable time to exchange business cards and promote projects. An executive from an Australian company connected with four Chinese enterprises in a row. This year, American enterprises continued to hold the top spot in terms of total exhibition area. After the U.S. Department of Agriculture formed a delegation to participate for the first time last year, it brought more enterprises to this year's expo, signing orders worth over 700 million US dollars in just a few days. This year, there were more small exhibition booths at the CIIE. China specifically provided over 120 free booths for enterprises from 37 least developed countries, and the number of participating African countries continued to expand. Not only did countries like Benin and Madagascar participate in the country exhibition for the first time, but also African products such as Tanzanian honey made their debut. This CIIE not only showcased China's openness and inclusiveness but also demonstrated its commitment to sharing opportunities with the world. The Chinese government once again reiterated that it will further open its super-large market, including implementing unilateral opening-up measures and ensuring 100% zero tariffs for least developed countries, truly transforming China's vast market into a great opportunity for the world.

China's Automated Ports Rank First Globally

According to the Ministry of Transport, China has now formed multiple world-class port clusters, and the scale of its automated terminals ranks first globally. Recently, a foreign container ship carrying mechanical equipment, automotive spare parts, and other goods from Germany docked at Tianjin Port. Thanks to the "5G + Beidou +无人驾驶" (unmanned driving) smart port construction plan, under remote automated control, containers are precisely aligned to the centimeter when being landed. Artificial intelligence transport robots follow automatically issued operation instructions from the system to deliver containers to designated areas, ensuring a seamlessly automated workflow. Data from the Ministry of Transport shows that China has currently built 49 automated container and dry bulk terminals, with its scale ranking first in the world. In terms of container terminals, China has essentially mastered the key technologies across the entire chain of automated terminal design, construction, equipment manufacturing, system integration, and operation management. Currently, China has formed world-class port clusters, including the Bohai Rim, Yangtze River Delta, and Guangdong-Hong Kong-Macao Greater Bay Area, and the scale of its port infrastructure has maintained the world's leading position for many years.

Cultural China Journey: Promoting the Long March Spirit, Igniting New Era Vitality

Ninety years ago, the Central Red Army set out from southern Jiangxi and western Fujian, embarking on the arduous 25,000-li Long March. Under the leadership of the Communist Party of China, the Red Army soldiers wrote a magnificent spiritual epic with their blood, forging the great Long March Spirit. The bugle, for the People's Army, signifies not only a command but also a directed attack. In the flames of war, it ignited the soldiers' passion, urging them fearlessly forward; in peacetime, it instilled strict discipline and absolute obedience. Since the first shot was fired in Nanchang City, the bugle system was established within the People's Army. At the Long March Spirit Education Base in Ninghua, Fujian, the most complete existing Red Army bugle score is preserved. This "Chinese Workers' and Peasants' Red Army Military Bugle Score," printed in 1932, was desperately preserved by Luo Guangmao, a 19-year-old Red Army bugler, after the Red Army left the Central Soviet Area for the Long March. It was donated to the state in the 1970s during the preparations for the Ninghua County Revolutionary Memorial Hall. In September 1934, the Battle of Songmao Ridge erupted in Changting County. Amidst the resounding bugle calls, tens of thousands of Red Army soldiers fought valiantly, winning precious time for the main force of the Central Red Army to withdraw. The covered bridge in Zhongfu Village is known as the "Red Army Bridge." When the Red Army set out on the Long March, many young people eagerly signed up to join the Red Army here. On the four pillars of the covered bridge, about 1.5 meters above the ground, a deep line is carved, known as the "Life Contour Line." The Long March Spirit provided a powerful spiritual impetus for the continuous victory of the Chinese revolution. In 2019, the state launched the construction of the Long March National Cultural Park, followed by the issuance of the "Long March National Cultural Park Construction and Protection Plan," integrating cultural relics and resources from 15 provinces (autonomous regions and municipalities) along the Long March route, with the overall goal of protecting Long March cultural relics, telling the stories of the Long March, and driving the development of areas along the Long March. Currently, a red cultural tourism integrated demonstration zone, combining patriotic education, national defense education, research, and red tourism, has been built in Changting and Ninghua. More than ten million visitors come here annually to reflect on history, inherit the spirit of martyrs, and draw strength for progress.

Autumn-Winter Tourism Market Booms, Various Regions Enhance Services

The autumn and winter tourism market is currently experiencing a sustained boom. Various regions are implementing multiple measures to continuously improve service and guarantee levels and enrich visitor experiences. As temperatures drop, the ice and snow tourism season has progressively begun in many northern regions. Several ski resorts, including Koktokay in Xinjiang, Mohe in Heilongjiang, and Chongli in Hebei, have already opened. The Hulunbuir Fenghuang Mountain Ski Resort scenic area in Inner Mongolia currently receives nearly 10,000 visitors per day. This winter, the local area has also added new air routes and special trains to ensure convenient travel for tourists. During this period, many places are still enjoying the vibrant colors of autumn. The kilometer-long ginkgo avenue at Beijing's Old Summer Palace has entered its best viewing period, with an average of nearly 40,000 daily visitors. In Qian Shan, Liaoning, and Taiyuan, Shanxi, the ginkgo landscapes complement ancient architecture and mountains, attracting tourists to stop and admire. On Wugong Mountain in Jiangxi, 100,000 mu of high-altitude grasslands are gradually turning from green to golden, making the mountains colorful. In Micang Mountain, Sichuan, 40,000 mu of colorful leaves are fully dyed. To cope with large crowds, this year the local area has improved the visitor experience by adding new viewing spots and platforms, providing convenient parking lots, and setting up service points along the route. This autumn leaf season has cumulatively received over 300,000 visitors, a 24% year-on-year increase. Various distinctive tours continue to be popular. In Wuxi, winter birdwatching is in full swing, with increasingly frequent birdwatching boat trips on Taihu Lake. In Guangzhou, the local government has released 19 special tourism routes and launched activities such as a flower sea map and an international light festival. In the rural fields of Nanning, wind-swept rice waves present a scene of harvest abundance. The local area, leveraging its pastoral scenery, offers various activities such as farm experiences and landscape painting.
