Xi Jinping announced that China's bilateral relations with all African countries that have diplomatic ties with China would be elevated to a strategic partnership level, and the overall positioning of China-Africa relations would be elevated to a new era of all-weather China-Africa community with a shared future. Ten partnership actions to promote China-Africa modernization hand in hand would be implemented. Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, and Li Xi, members of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the event. In early autumn Beijing, the sky was high and clear. On Tian'anmen Square and along Chang'an Avenue, the vibrant Five-Starred Red Flag fluttered alongside the flags of 53 African nations and the African Union. Xi Jinping took a group photo with 51 African heads of state, heads of government, and two presidential representatives attending the summit, as well as the chairperson of the African Union Commission and the UN Secretary-General. Amidst the music of "Peace - Community with a Shared Future" and warm applause, Xi Jinping and the foreign leaders walked into the venue together and took their seats on the rostrum. Xi Jinping delivered a keynote speech titled "Working Together for Modernization, Building a Community with a Shared Future." Xi Jinping first extended a warm welcome to the foreign guests attending the summit on behalf of the Chinese government and people. Xi Jinping pointed out that in this season of harvest, he was delighted to gather with new and old friends in Beijing to discuss major plans for China-Africa friendship and cooperation in the new era. China-Africa friendship has transcended time, mountains, and seas, and has been passed down from generation to generation. Over the 24 years since the establishment of FOCAC, especially in the new era, China and its African brothers and sisters have, guided by the principle of sincerity, real results, amity, and good faith, stood shoulder to shoulder and hand in hand amid the profound changes unseen in a century, firmly safeguarding each other's legitimate rights and interests; strengthened their foundations and bodies amidst the tide of economic globalization, with rich fruits benefiting hundreds of millions of people in China and Africa; shared weal and woe and fought together in the face of major disasters and epidemics, writing touching stories of China-Africa friendship; and always understood and supported each other, setting an example of new international relations. After nearly 70 years of diligent efforts, China-Africa relations are at their best in history. Looking ahead, China proposes to elevate bilateral relations with all African countries that have diplomatic ties with China to a strategic partnership level, and to elevate the overall positioning of China-Africa relations to an all-weather China-Africa community with a shared future in the new era. Xi Jinping pointed out that achieving modernization is an inalienable right of all countries in the world. China is unswervingly promoting the building of a strong nation and the great cause of national rejuvenation through Chinese modernization. Africa is also steadily advancing towards the modernization goals outlined in the AU Agenda 2063. The shared pursuit of modernization by China and Africa will surely trigger a surge of modernization in the Global South and write a new chapter in building a community with a shared future for mankind. Xi Jinping proposed that China and Africa should work together to promote "six modernizations." --- Working together to promote fair and just modernization. Promoting national modernization should follow both the general laws of modernization and the specific conditions of each country. China is willing to strengthen exchanges of governance experience with Africa, support all countries in exploring modernization paths suitable for their national conditions, and ensure equal rights and equal opportunities for all countries. --- Working together to promote open and win-win modernization. Mutually beneficial cooperation is a broad path that serves the long-term and fundamental interests of all countries. China is willing to deepen cooperation with Africa in areas such as industry, agriculture, infrastructure, trade, and investment, set a benchmark for high-quality Belt and Road cooperation, and jointly create a model for implementing the Global Development Initiative. --- Working together to promote people-centered modernization. Achieving the free and comprehensive development of people is the ultimate goal of modernization. China is willing to actively carry out cooperation with Africa in talent training, poverty reduction, and employment, enhance people's sense of gain, happiness, and security in the process of modernization, and jointly promote modernization to benefit all people. --- Working together to promote diverse and inclusive modernization. Achieving coordinated development of material and spiritual civilization is a noble pursuit of modernization. China is willing to strengthen cultural and people-to-people exchanges with Africa, advocate mutual respect and inclusive coexistence among different civilizations, and jointly promote more fruits from the Global Civilization Initiative. --- Working together to promote eco-friendly modernization. Green development is a distinctive feature of modernization in the new era. China is willing to help Africa build a "green growth engine," narrow the energy accessibility gap, adhere to the principle of common but differentiated responsibilities, and jointly promote global green and low-carbon transformation. --- Working together to promote peaceful and secure modernization. Modernization cannot be achieved without a peaceful and stable development environment. China is willing to help Africa enhance its ability to independently maintain peace and stability, promote the Global Security Initiative to take root in Africa first, promote a virtuous cycle of high-quality development and high-level security, and jointly maintain world peace and stability. Xi Jinping emphasized that China and Africa account for one-third of the world's total population, and without China-Africa modernization, there will be no world modernization. This will further profoundly change China and will surely provide new opportunities and inject new impetus for African countries and for China and Africa to jointly pursue the dream of modernization. There is an African proverb: "Only those who walk together are true friends." No one should be left behind on the path to modernization, and no country should fall behind. Let us gather the mighty strength of over 2.8 billion Chinese and African people, walk hand in hand on the journey of modernization, use China-Africa modernization to help the modernization of the Global South, draw a new picture in the history of human development, and jointly promote the world towards a bright future of peace, security, prosperity, and progress!
