Communiqué of the Third Plenary Session of the 20th Central Committee of the Communist Party of China

Communique of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (Adopted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China on July 18, 2024) The Third Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing from July 15 to 18, 2024. The session was attended by 199 members of the Central Committee and 165 alternate members of the Central Committee. Members of the Standing Committee of the Central Commission for Discipline Inspection and leading comrades from relevant departments attended the session as observers. Some grassroots comrades and experts among the delegates to the 20th National Congress of the CPC also attended the session as observers. The plenum was presided over by the Political Bureau of the Central Committee. Xi Jinping, General Secretary of the Central Committee, delivered an important speech. The plenum heard and discussed the work report delivered by Xi Jinping on behalf of the Political Bureau of the Central Committee, and deliberated and adopted the "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Advancing Chinese Modernization." Xi Jinping explained the "Decision (Draft for Discussion)" to the plenum. The plenum fully affirmed the work of the Political Bureau of the Central Committee since the Second Plenary Session of the 20th Central Committee. It unanimously agreed that, facing a severe and complex international environment and arduous and heavy domestic tasks of reform, development, and stability, the Political Bureau of the Central Committee has earnestly implemented the spirit of the 20th National Congress and the First and Second Plenary Sessions of the 20th Central Committee, fully, accurately, and comprehensively implemented the new development philosophy, adhered to the general principle of seeking progress while maintaining stability, coordinated the overall layout of the "Five-in-One" and the strategic layout of the "Four Comprehensives," coordinated the domestic and international overall situations, coordinated development and security, focused on promoting high-quality development, further promoted and planned comprehensive deepening of reform, solidly advanced the construction of socialist democracy and the rule of law, continuously strengthened publicity and ideological and cultural work, effectively ensured people's livelihoods and ecological environmental protection, resolutely maintained national security and social stability, vigorously promoted national defense and army building, continued to advance work related to Hong Kong and Macao and Taiwan, deeply promoted major-country diplomacy with Chinese characteristics, and consistently advanced full and strict governance over the Party, achieving an economic rebound and making solid strides in building a modern socialist country in all respects. The plenum highly praised the successful practices and great achievements of comprehensively deepening reform since the new era, and studied the issue of further comprehensively deepening reform and advancing Chinese modernization, believing that the current and coming period is a critical period for comprehensively promoting the building of a strong country and the great cause of national rejuvenation through Chinese modernization. Chinese modernization has been continuously advanced through reform and opening up, and will certainly open up broad prospects through reform and opening up. Facing complex and ever-changing international and domestic situations, a new round of scientific and technological revolution and industrial transformation, and new expectations from the people, it is imperative to consciously place reform in a more prominent position and further comprehensively deepen reform by focusing closely on advancing Chinese modernization. The plenum pointed out that the overall goal of further comprehensively deepening reform is to continue to improve and develop the socialist system with Chinese characteristics and modernize the national governance system and governance capabilities. By 2035, a high-level socialist market economic system will be fully established, the socialist system with Chinese characteristics will be more refined, the modernization of national governance system and governance capabilities will be basically realized, and socialist modernization will be basically achieved, laying a solid foundation for fully building a modern socialist strong country by the middle of this century. We must focus on building a high-level socialist market economic system, on developing whole-process people's democracy, on building a strong socialist culture, on improving people's living standards, on building a beautiful China, on building a higher level of peaceful China, and on improving the Party's leadership and long-term governance capabilities, to continue pushing reform forward. By the 80th anniversary of the founding of the People's Republic of China in 2029, the reform tasks set forth in this decision will be completed. The plenum emphasized that further comprehensively deepening reform must summarize and apply the valuable experience of reform and opening up, especially the comprehensive deepening of reform in the new era, and implement principles such as upholding the Party's overall leadership, adhering to a people-centered approach, upholding fundamental principles and breaking new ground, focusing on institutional development, comprehensively advancing law-based governance, and upholding a systemic approach. The plenum made systematic arrangements for further comprehensively deepening reform, emphasizing building a high-level socialist market economic system, improving mechanisms for promoting high-quality economic development, building mechanisms supporting comprehensive innovation, improving the macroeconomic governance system, improving mechanisms for integrated urban-rural development, improving mechanisms for high-level opening up, improving the institutional system of whole-process people's democracy, improving the socialist legal system with Chinese characteristics, deepening reforms of cultural systems and mechanisms, improving institutional systems for ensuring and improving people's livelihoods, deepening reforms of the ecological civilization system, modernizing the national security system and capabilities, continuously deepening reforms of national defense and the armed forces, and improving the Party's leadership over further comprehensively deepening reform and advancing Chinese modernization. The plenum proposed that a high-level socialist market economic system is an important guarantee for Chinese modernization. We must better leverage the role of market mechanisms, create a fairer and more dynamic market environment, achieve optimal efficiency and maximum benefits in resource allocation, ensuring both vitality and effective regulation, better maintain market order, compensate for market failures, smooth the national economic circulation, and stimulate the endogenous driving force and innovative vitality of the whole society. We must unswervingly consolidate and develop the public sector of the economy, and unswervingly encourage, support, and guide the development of the non-public sector of the economy, ensuring that all types of ownership economies have equal access to factors of production, fair participation in market competition, and equal legal protection in accordance with the law, and promoting the complementary advantages and common development of all types of ownership economies. We must build a unified national market and improve the basic institutions of the market economy. The plenum proposed that high-quality development is the primary task of comprehensively building a modern socialist country. We must guide reform with the new development philosophy, based on the new development stage, deepen supply-side structural reform, improve incentive and constraint mechanisms for promoting high-quality development, and shape new growth drivers and advantages. We must improve institutional mechanisms for developing new quality productive forces adapted to local conditions, improve systems for promoting the deep integration of the real economy and the digital economy, improve institutional mechanisms for developing the service industry, improve institutional mechanisms for building modern infrastructure, and improve systems for enhancing the resilience and security of industrial and supply chains. The plenum proposed that education, science and technology, and talent are fundamental and strategic supports for Chinese modernization. We must deeply implement the strategy of invigorating China through science and education, the strategy of strengthening the country through talent, and the innovation-driven development strategy, coordinate and promote the integrated reform of education, science and technology, and talent systems and mechanisms, improve the new nationwide system, and enhance the overall effectiveness of the national innovation system. We must deepen comprehensive reform of education, deepen reform of the science and technology system, and deepen reform of the talent development system and mechanisms. The plenum proposed that scientific macroeconomic regulation and effective government governance are inherent requirements for leveraging the advantages of the socialist market economic system. The plenum proposed that Chinese modernization is modernization where humanity and nature coexist in harmony. We must improve the ecological civilization system, coordinate and promote carbon reduction, pollution reduction, greening, and growth, actively respond to climate change, and accelerate the improvement of institutional mechanisms for implementing the concept that lucid waters and lush mountains are invaluable assets. We must improve the basic ecological civilization system, improve the ecological environment governance system, and improve green and low-carbon development mechanisms. The plenum proposed that national security is an important foundation for the steady and long-term progress of Chinese modernization. The plenum proposed that the modernization of national defense and the armed forces is an important component of Chinese modernization. The plenum emphasized that Chinese modernization is modernization that follows the path of peaceful development. We must firmly pursue an independent foreign policy of peace, promote the building of a community with a shared future for mankind, practice the common values of humanity, implement the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, advocate an equal and orderly multipolar world and inclusive economic globalization, deepen reforms of foreign affairs mechanisms, participate in and lead the reform and construction of the global governance system, and firmly safeguard national sovereignty, security, and development interests. The plenum pointed out that studying and implementing the spirit of the plenum is a major political task for the entire Party and the whole country at present and in the coming period. We must thoroughly study and grasp the spirit of the plenum, deeply understand and grasp the theme, major principles, major measures, and fundamental guarantees of further comprehensively deepening reform. The entire Party must work together to implement the "Decision," transforming the strategic deployment of further comprehensively deepening reform into a powerful force for advancing Chinese modernization. The plenum analyzed the current situation and tasks, emphasizing the unwavering realization of annual economic and social development goals. We must implement macroeconomic policies in accordance with the Party Central Committee's decisions and arrangements on economic work, actively expand domestic demand, develop new quality productive forces according to local conditions, accelerate the cultivation of new drivers for foreign trade, solidly promote green and low-carbon development, effectively ensure and improve people's livelihoods, and consolidate and expand the achievements of poverty alleviation. In accordance with the Party Constitution, the plenum decided to elevate Ding Xiangqun, Yu Lijun, and Yu Jihong from alternate members of the Central Committee to members of the Central Committee. The plenum decided to accept Comrade Qin Gang's resignation and remove him from his position as a member of the Central Committee. The plenum deliberated and adopted the review report of the Central Military Commission of the CPC on the serious violations of discipline and law by Li Shangfu, Li Yuchao, and Sun Jinming, confirming the disciplinary action of expelling Li Shangfu, Li Yuchao, and Sun Jinming from the Party previously made by the Political Bureau of the Central Committee. The plenum called on the entire Party, the entire army, and the people of all ethnic groups across the country to rally more closely around the Party Central Committee with Comrade Xi Jinping as the core, hold high the banner of reform and opening up, unite their hearts and minds, strive forward with determination, and work hard to fully build a modern socialist strong country, achieve the second centennial goal, and comprehensively advance the great rejuvenation of the Chinese nation through Chinese modernization!

China's Consumer Market Continues to Expand and Upgrade

In the first half of this year, China's consumer market continued to expand, with upgrades in commodity consumption and continuous expansion of new types of consumption. Consumption continued to play a fundamental role in driving economic growth. In the first half, total retail sales of consumer goods reached 23,596.9 billion yuan, a year-on-year increase of 3.7%. Chongqing's Shibati old alley transformed into a new consumption space where people can not only enjoy hotpot and Chinese tea but also experience intangible cultural heritage skills and fashion design in an immersive way. Demand for cultural, tourism, sports, and health consumption was strong, expanding new spaces for service consumption. In the first half, service retail sales increased by 7.5% year-on-year, with transportation services and travel consulting and rental services growing rapidly. New forms of consumption in smaller cities became new growth points. In the first half of this year, final consumption expenditure contributed 60.5% to economic growth, driving GDP growth by 3.0 percentage points, continuing to play a leading role in driving economic growth and providing effective support for the virtuous cycle of the national economy.

Rainfall Weakens, Regions Accelerate Disaster Relief Efforts

Today (July 18), the overall rainfall in this round has weakened, and various regions are seizing the opportunity to accelerate disaster relief efforts. Today, rainfall in Shaanxi has decreased, but due to continuous precipitation in recent days, the Wei River has formed its first flood of the year. Currently, the focus of emergency response along the river has shifted from personnel evacuation to river dredging and other work. Due to flash floods, the river channels in Baoji are severely silted, with sludge up to 40 centimeters deep in some urban areas. Local authorities are deploying large machinery for dredging. In Hanzhong, multiple national and provincial roads have collapsed due to backflow of floodwaters, and efforts are currently underway to reopen them. Today, rainfall in Henan has weakened, and various regions are seizing the opportunity to drain water and restore damaged facilities. The National Commission for Disaster Reduction and Relief has activated a national Level IV emergency response for disaster relief in Shaanxi and Henan, dispatching working groups to the disaster areas to guide and assist local authorities in ensuring the basic living needs of affected people and other relief efforts. The water level of the Three Gorges Reservoir is significantly high. Today, the Yangtze River Water Resources Commission of the Ministry of Water Resources is accelerating reservoir emptying to lower the water level as soon as possible. During the emptying period, water levels in some sections below the Three Gorges Reservoir, such as from Jianli to Hankou, will rise again. Relevant localities must do a good job in patrol and defense work to ensure flood control safety. The Central Meteorological Observatory forecasts that tomorrow, rainfall will intensify from the Sichuan Basin to the area between the Yellow River and Huai River. In particular, Henan, Shandong, Anhui, and Jiangsu will experience heavy accumulated rainfall, and vigilance is still needed against mountain floods, mudslides, landslides, and other disasters.
