He is also on a state visit to Kazakhstan and Tajikistan at the invitation of Kazakh President Kassym-Jomart Tokayev and Tajik President Emomali Rahmon. Xi Jinping Arrives in Astana for 24th SCO Heads of State Council Meeting, State Visit to Kazakhstan

On the afternoon of July 2 local time, Chinese President Xi Jinping arrived in Astana by special plane to attend the 24th meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) member states and pay a state visit to Kazakhstan at the invitation of Kazakh President Kassym-Jomart Tokayev. After Xi's special plane entered Kazakhstan's airspace, three Kazakh air force fighter jets scrambled to escort it. Upon the special plane's arrival at Astana Nazarbayev International Airport, Kazakh President Tokayev, accompanied by First Deputy Prime Minister Roman Sklyar, Deputy Prime Minister and Foreign Minister Murat Nurtleu, Presidential Advisor for Foreign Affairs Yerzhan Kazykhan, and Astana Mayor Zhenis Kassymbek, warmly greeted him. Young Kazakh women in traditional dress presented flowers to Xi. Tokayev held a grand welcoming ceremony for Xi at the airport. Over 100 honor guards stood tall, and a military band played welcoming music and trumpets. Nearly 100 Kazakh children waved Chinese and Kazakh national flags, cheering "Hello!" and warmly welcoming Xi's visit. Xi, accompanied by Tokayev, reviewed the honor guard. More than ten Kazakh children sang "Ode to the Motherland" in Chinese. Xi delivered a written speech at the airport, extending sincere greetings and best wishes to the friendly people of Kazakhstan on behalf of the Chinese government and people. Xi pointed out that the friendship between China and Kazakhstan has a long history. Over the 32 years since the establishment of diplomatic relations, China-Kazakhstan relations have withstood the test of time and international changes, forming a unique permanent comprehensive strategic partnership and setting an example for neighboring countries to work together in mutual benefit and achievement. Eleven years ago, I first proposed the "Silk Road Economic Belt" initiative in Kazakhstan. Today, the joint construction of the "Belt and Road" between China and Kazakhstan has yielded fruitful results. I look forward to having in-depth exchanges of views with President Tokayev on China-Kazakhstan relations and international and regional issues of common concern, so as to draw a new blueprint and make new deployments for the development of the permanent comprehensive strategic partnership between China and Kazakhstan. I also look forward to attending the SCO Astana Summit, discussing the future of the organization with all parties, and planning major cooperation initiatives to promote new and greater development of this important multilateral mechanism. Accompanying personnel, including Cai Qi and Wang Yi, arrived on the same plane. Chinese Ambassador to Kazakhstan Zhang Xiao also greeted them at the airport. On his way from the airport to the hotel by car, representatives of local Chinese enterprises waited along the road, waving Chinese and Kazakh national flags and holding red banners with slogans like "Warmly Welcome President Xi Jinping's Visit to Kazakhstan," to warmly welcome President Xi's visit.

Xi Jinping Publishes Signed Article in Kazakh Media

On July 2, on the occasion of his state visit to Kazakhstan in Astana, Chinese President Xi Jinping published a signed article titled "Working in Concert to Write a New Chapter in China-Kazakhstan Relations" in the Kazakhstan Pravda newspaper and the Kazinform International News Agency. The full text of the article is as follows: Working in Concert to Write a New Chapter in China-Kazakhstan Relations by H.E. Xi Jinping, President of the People's Republic of China. Midsummer, all things are in full bloom. In this vibrant and beautiful season, at the invitation of President Tokayev, I am about to pay a state visit to Kazakhstan and attend the Shanghai Cooperation Organization Summit. This is my fifth visit to this charming land since I assumed the presidency of the People's Republic of China. Kazakhstan's splendid and unique culture, vast and magnificent scenery, and simple and hospitable people have left a deep impression on me. I look forward to experiencing Kazakhstan's new developments and changes firsthand through this visit, discussing major cooperation plans with President Tokayev, and jointly drawing a new blueprint for the development of China-Kazakhstan relations and the Shanghai Cooperation Organization. More than 2,000 years ago, Zhang Qian, holding a staff of authority, ventured into the Western Regions, opening the door to friendly exchanges between China and Central Asia. The ancient Silk Road promoted friendly exchanges and mutual learning between our two great nations. More than 80 years ago, two Chinese and Kazakh musicians, Xian Xinghai and Baimukhamed Baimukhanov, met and became close friends in Almaty, forging a cross-border brotherhood. Thirty-two years ago, China became one of the first countries to recognize Kazakhstan's independence, and bilateral relations embarked on a new voyage. The history of friendly exchanges between China and Kazakhstan fully demonstrates that the development of bilateral relations is in line with the general trend of history and the tide of the times. Eleven years ago, I first proposed the "Silk Road Economic Belt" initiative in Kazakhstan, which received positive responses from all sectors of Kazakh society. The grand blueprint for the joint construction of the "Belt and Road" between the two countries thus unfolded, and the development of China-Kazakhstan relations entered a new stage. We have supported each other and worked together, opening up a new height of political mutual trust. China-Kazakhstan relations have achieved a leap from a comprehensive strategic partnership to a permanent comprehensive strategic partnership, and have reached the vision of building a China-Kazakhstan community with a shared future that enjoys everlasting friendship, high mutual trust, and shared weal and woe. Both sides have always firmly supported each other on issues involving their respective core interests and major concerns, and have always respected each other's choice of development paths in accordance with their national conditions. In the face of disasters such as floods and epidemics, we have extended a helping hand and provided strong support to each other, always being reliable and dependable strong backing for each other. This indestructible trust and support are invaluable and have become the greatest political guarantee for China-Kazakhstan cooperation. We have achieved win-win results and coordinated development, creating new achievements in practical cooperation. Last year, bilateral trade between China and Kazakhstan reached a record high of 41 billion US dollars. China has become Kazakhstan's largest trading partner and largest export destination. Major strategic projects such as the Zhanatas Wind Power Plant, the Turgusun Hydropower Plant, and the Shymkent refinery modernization have been successfully completed and put into operation. The China-Kazakhstan crude oil pipeline and natural gas pipeline are operating safely and stably. The "green channels" for rapid customs clearance of agricultural products have achieved full coverage, and more and more high-quality green agricultural products from Kazakhstan are entering thousands of Chinese households. The potential for cooperation in new energy, transportation infrastructure and other fields between the two countries continues to be unleashed. The Xi'an Land Port Terminal has been completed and put into use. The "Western Europe-Western China" highway and the China-Europe freight trains are unblocked, injecting strong impetus into the development of the two countries. We have helped each other, learned from each other, and set off a new upsurge in cultural and people-to-people exchanges. China and Kazakhstan have successfully signed an agreement on establishing cultural centers in each other's countries, and jointly produced their first film, "The Musician." Cultural and people-to-people cooperation projects such as Chinese university branches in Kazakhstan, Luban Workshops, and Chinese traditional medicine centers have grown from scratch to excellence. Visa-free travel allows people of the two countries to visit each other like relatives, with nearly 600,000 person-times of exchanges last year, and more than 200,000 person-times in the first three months of this year, which is expected to set a new record. Local cooperation is flourishing, and the number of friendly provinces and cities has increased to 26 pairs. Eye expert Dr. Kabulbekov, who is highly respected and loved by Chinese patients, Ruslan, a blood donation volunteer known as "Panda Hero," and Dimash Kudaibergen, a Kazakh singer who has become popular across China, have become envoys of China-Kazakhstan friendship in the new era. We have united and cooperated, met challenges together, and achieved new practical results in international cooperation. China and Kazakhstan have similar positions on international and regional affairs. Both advocate practicing a common, comprehensive, cooperative, and sustainable security concept, and both are committed to being builders of world peace, contributors to global development, and defenders of the international order. We jointly created the China-Central Asia mechanism, closely coordinated and cooperated within the frameworks of multilateral organizations such as the United Nations, the Shanghai Cooperation Organization, and the Conference on Interaction and Confidence-Building Measures in Asia, actively supported each other's constructive international cooperation initiatives, and firmly safeguarded the common strategic, security, and development interests of the two countries. Looking ahead, China-Kazakhstan cooperation has great potential and will surely achieve great success. I hope that through this visit, together with President Tokayev, we will continue our traditional friendship, deepen all-round cooperation, make new deployments and plans for the future of China-Kazakhstan relations, and push the permanent comprehensive strategic partnership between China and Kazakhstan to new heights. First, consolidate the political tradition of mutual support. "A friend in need is a friend indeed." China will continue to treat Kazakhstan with sincerity and trust, continuously consolidate political mutual trust, strengthen strategic communication, and firmly support each other on issues involving core interests and major concerns. China will, as always, support Kazakhstan in safeguarding national independence, sovereignty, and territorial integrity, support Kazakhstan in pursuing a development path that suits its national conditions, support Kazakhstan's domestic and foreign policies aimed at national development and prosperity, and oppose any external forces interfering in Kazakhstan's internal affairs. We must inherit and carry forward the four magic weapons of cooperation: mutual respect, good neighborliness, solidarity, and mutual benefit, to ensure the steady and long-term development of China-Kazakhstan relations. Second, make good use of the magic weapon of win-win cooperation. China and Kazakhstan have different resource endowments and distinctive economic industries, with obvious complementary advantages and huge cooperation potential. China is willing to accelerate the deep alignment of the "Belt and Road" initiative with the "Just Kazakhstan" economic policy, further open up China's super-large market to Kazakhstan, and share China's development opportunities. We should deepen cooperation in traditional fields such as economy and trade, production capacity, investment, energy and minerals, and agriculture, improve customs clearance efficiency at ports, promote the high-quality operation of China-Europe freight trains and the construction of the Trans-Caspian International Transport Corridor, and improve the three-dimensional, diversified, and efficient connectivity pattern. We should fully tap the potential for cooperation in high-tech fields such as new energy, digital economy, artificial intelligence, cross-border e-commerce, and aerospace, build high value-added industrial chains and supply chains, and add more new impetus to bilateral cooperation. Third, solidify the public support for everlasting friendship. Deepening China-Kazakhstan friendship is the aspiration of the people of both countries. We should inherit this friendship and carry out colorful cultural and people-to-people exchange activities to further promote mutual understanding and affection between the two peoples. We should jointly run Luban Workshops, Confucius Institutes, and the Northwestern Polytechnical University Kazakhstan branch, and cultivate more successors for the cause of China-Kazakhstan friendship. We welcome joint education and cooperative research by universities, think tanks, and scientific research institutions of the two countries, support increased exchanges among all sectors of society in both countries, encourage more local provinces and cities to form sister relationships, and continuously deepen cooperation in education, tourism, archaeology, art, media, and other fields, expanding the depth and breadth of cultural and people-to-people exchanges. Fourth, respond to the accelerating changes unseen in a century. The world situation is intertwined with turmoil and change. China-Kazakhstan all-round mutually beneficial cooperation faces new threats and challenges, but also new opportunities and spaces. As the Chinese saying goes, "crisis and opportunity always coexist; there is opportunity in crisis, and crisis can be turned into opportunity." China is willing to work with Kazakhstan to jointly respond to the changes in the world, in the times, and in history, to foster new opportunities in crises and open up new prospects in changes, firmly safeguard the international system with the United Nations at its core and the international order based on international law, practice true multilateralism, oppose hegemonism, power politics, and bloc confrontation, promote equal and orderly world multipolarization and inclusive economic globalization, and inject more positive energy and stability into maintaining world peace and stability, and make more China-Kazakhstan contributions. Another important agenda for me during this visit to Kazakhstan is to attend the SCO Summit. Since Kazakhstan assumed the rotating presidency of the SCO, it has done a lot of effective work and expanded the organization's influence, which China highly appreciates. I believe that with the joint efforts of all parties, the Astana Summit will surely be a complete success, further uniting the SCO family and opening up a new chapter of cooperation for the organization. An ancient Chinese saying goes, "Those who share the same aspirations win; those who ride in the same boat win." The Kazakh nation says, "Five fingers make a fist, and a myriad of people share one heart." China is willing to work hand in hand with Kazakhstan on the journey to achieve national prosperity and revitalization, draw a new blueprint for bilateral cooperation, and write a new chapter of China-Kazakhstan friendship.

Li Qiang Inspects Flood Control Work in Jiangxi

Li Qiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, inspected and guided flood prevention work in Jiujiang, Jiangxi, from July 1 to 2. He emphasized that the current period is the main flood season, and flood prevention has entered a critical stage. General Secretary Xi Jinping is very concerned about the development of flood and disaster situations, and deeply cares about the safety of the people, having made important instructions multiple times. We must thoroughly implement these instructions, further strengthen risk awareness and bottom-line thinking, adhere to prevention first, be prepared for major floods, severe risks, and major disasters, implement responsibilities at all levels, strengthen coordination and cooperation, and unremittingly carry out all tasks related to flood control, emergency rescue, and disaster relief to fully ensure the safety of people's lives and property and overall social stability. Li Qiang visited the Hukou Hydrological Station to learn about flood prevention and preparation work for the Yangtze River and Poyang Lake, and inquired in detail about hydrological monitoring. Li Qiang said that forecasting and early warning are the first line of defense against disasters. It is essential to make full use of information technology, strengthen joint consultations and rolling assessments among departments, and try to extend the forecast period, provide more advance notice, and improve accuracy. Li Qiang walked onto the Niujiawu Embankment, listened to a briefing on the reinforcement of the Yangtze River embankment, and exchanged views with emergency duty personnel. Li Qiang said that it is not fear of danger, but fear of not discovering it. The greater the wind and rain, the more important it is to strengthen embankment patrols and protection. For weak links, more personnel should be assigned and frequencies increased to ensure early detection and early response to dangers. Li Qiang went to the Wangjialong geological disaster site in Bailu Town, Lushan City, where he inspected the progress of landslide and mechanical operations at the landslide treatment site and inquired in detail about the resettlement of the affected群众. Li Qiang pointed out that the current period is prone to geological disasters such as landslides and mudslides. Prevention should be given top priority, and the "hidden danger point + risk area" dual control requirement for geological disasters should be implemented. When major dangers are discovered, residents in threatened areas should be promptly and decisively evacuated, and all possible measures should be taken to ensure the basic living needs of the affected people. In Bailu Town, Li Qiang presided over a flood situation analysis meeting. After listening to reports from responsible comrades of Jiangxi Province, Lushan City, Bailu Town, and the Ministry of Emergency Management, the Ministry of Natural Resources, the Ministry of Water Resources, and the China Meteorological Administration, Li Qiang pointed out that extreme and abnormal weather has been frequent this year, and all regions and departments must be truly vigilant and make every effort to ensure a safe flood season. It is necessary to strengthen disaster forecasting and early warning and emergency response, and fully implement the "call-response" mechanism for pre-disaster warnings. It is essential to strictly prevent various secondary disasters caused by heavy rainfall, comprehensively investigate weak links in urban flood control and drainage, and accelerate the补齐 shortcomings in farmland flood prevention and drainage. It is crucial to effectively utilize water conservancy projects, strengthen overall coordination, and prepare for the continued northward shift of the main rain belt. It is necessary to make every effort in rescue and relief work, and have sufficient preventive and response measures for extreme situations. Once a disaster occurs, rescue efforts should be carried out immediately to minimize casualties and disaster losses. It is also important to coordinate drought resistance and disaster reduction to ensure safe drinking water for the public and a bumper autumn harvest. Wu Zhenglong accompanied him.

In Rong'an County, Liuzhou, Guangxi, emergency teams from power, communication, and other departments are accelerating the repair of infrastructure damaged by the heavy rain. The National Commission for Disaster Reduction and Relief has raised the national disaster relief emergency response level to Level III for the recent severe heavy rain and flood disasters in Hunan and Anhui, and has dispatched working groups to the disaster-stricken areas to investigate the disaster situation on site, and guide and assist local areas in ensuring the basic living needs of the affected people and other disaster relief work. From 8:00 yesterday to 8:00 today, 38 rivers in the Yangtze River basin experienced floods above the warning level.
