Xi's Important Article "The Mission and Tasks of the Communist Party of China in the New Era and New Journey" Published in Qiushi Journal

The 13th issue of Qiushi Journal, published on July 1, carried a part of the report delivered by Xi Jinping, General Secretary of the Communist Party of China Central Committee, Chinese President, and Chairman of the Central Military Commission, at the 20th National Congress of the Communist Party of China on October 16, 2022. The article is titled "The CPC's Mission and Tasks in the New Era and on the New Journey." The article stresses that from this point forward, the central task of the Communist Party of China is to unite and lead all ethnic groups in the country to build China into a great modern socialist country in all respects and to achieve the Second Centenary Goal, advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. The article points out that on the basis of long-term exploration and practice since the founding of New China, particularly since the launch of reform and opening up, and through theoretical and practical breakthroughs since the 18th CPC National Congress, the Party has successfully advanced and expanded Chinese modernization. Chinese modernization is socialist modernization led by the Communist Party of China. It has characteristics common to the modernization of all countries, but it is more importantly characterized by Chinese features unique to its own national conditions. Chinese modernization is the modernization of a huge population, the modernization of common prosperity for all, the modernization of material and spiritual civilization, the modernization of harmony between humanity and nature, and the modernization of peaceful development. The essential requirements of Chinese modernization are: upholding the leadership of the Communist Party of China, upholding socialism with Chinese characteristics, achieving high-quality development, developing whole-process people's democracy, enriching the people's spiritual world, achieving common prosperity for all, promoting harmony between humanity and nature, building a community with a shared future for humanity, and creating a new form of human civilization. The article notes that to build China into a great modern socialist country in all respects, the overall strategic arrangement is to take a two-step approach: basically realizing socialist modernization from 2020 to 2035; and building China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful from 2035 to the middle of this century. Building a modern socialist country in all respects is a great and arduous undertaking. The future is bright, but the road ahead is long and arduous. On the journey ahead, it is imperative to firmly grasp the following major principles: upholding and strengthening the overall leadership of the Party, upholding the path of socialism with Chinese characteristics, upholding a people-centered development philosophy, upholding the deepening of reform and opening up, and upholding the spirit of struggle. The article emphasizes that today, we are closer than at any other time in history to, and are more confident and capable of, realizing the goal of national rejuvenation. At the same time, we must be prepared to make more arduous and difficult efforts. The entire Party must strengthen confidence, forge ahead with determination, proactively recognize, respond to, and seek changes, actively prevent and defuse risks, and continuously achieve new victories in building a modern socialist country in all respects!

Li Qiang Signs State Council Order Promulgating the "Regulations of the State Council on the Implementation of the Registration Capital Registration Management System of the Company Law of the People's Republic of China"

Premier Li Qiang signed a State Council Decree, promulgating the "Regulations of the State Council on the Administration of Registered Capital Registration System for the Company Law of the People's Republic of China" on July 1, 2024, which will take effect from the date of promulgation. The Regulations, comprising 13 articles, mainly include the following contents: First, it clarifies the transitional arrangements for existing companies to adjust their subscribed capital contribution deadlines. Second, it stipulates the handling of abnormal capital contributions by companies. If a company's capital contribution period or registered capital is clearly abnormal, and the company registration authority deems it to violate the principles of authenticity and reasonableness, it may lawfully require the company to adjust it in a timely manner. Third, it improves supervision measures. Companies adjusting their shareholders' subscribed and paid-in capital contributions shall make public disclosure in accordance with the law. The company registration authority shall supervise and inspect the company's disclosure of subscribed and paid-in capital contributions. The Yellow River Source Area of Sanjiangyuan National Park covers an area of 19,100 square kilometers, with an average altitude of 4,500 meters. The lowest temperature here reaches minus 40 degrees Celsius, making natural conditions harsh, the ecology fragile, and droughts and snow disasters frequent, posing extremely arduous tasks for ecological protection and restoration. When the Yellow River Source Area was just established in 2016, Jamyang Dorje spent four full days traversing mountains, fields, and wetlands to quickly ascertain the natural resources, including 110,000 hectares of grasslands and mountains, in Baima Village. Over the past eight years, Jamyang Dorje has traveled over 90,000 kilometers. He and his colleagues have patrolled grasslands and lakes, rescued wild animals, built nests for birds, and fenced off sandy areas to plant grass, safeguarding this serene and beautiful plateau with the high sense of responsibility of a Communist Party member, depicting a picture of harmonious coexistence between humanity and nature. Under the exemplary leadership of Party members, many herdsmen have become the "main force" of ecological protection.
