Xi Jinping Stresses High-Quality, Full Employment for Greater Worker Well-being at Political Bureau Study Session

On the afternoon of May 27, the Political Bureau of the Central Committee of the Communist Party of China (CPC) conducted its 14th collective study session on promoting high-quality and full employment. Xi Jinping, General Secretary of the CPC Central Committee, emphasized while presiding over the study that promoting high-quality and full employment is a new positioning and mission for employment work in the new era and on the new journey. It is essential to adhere to a people-centered development philosophy, thoroughly implement the principles of independent employment for laborers, market regulation of employment, government promotion of employment, and encouragement of entrepreneurship. The goal is to continuously improve the quality and reasonably increase the quantity of employment, constantly enhance the sense of gain, happiness, and security of all laborers, and provide strong support for comprehensively building a strong nation and achieving national rejuvenation through Chinese modernization. Mo Rong, President of the China Academy of Labor and Social Security, gave a lecture on this issue and offered policy recommendations. Members of the Political Bureau listened carefully to the lecture and engaged in discussions. After listening to the lecture and discussions, Xi Jinping delivered an important speech. He pointed out that employment is the most fundamental livelihood issue, concerning the vital interests of the people, the healthy development of the economy and society, and the long-term stability of the country. Since the 18th CPC National Congress, the Party Central Committee has consistently placed employment work in a prominent position in national governance, strengthened employment-first policies, improved employment promotion mechanisms, effectively responded to various pressures and challenges, and achieved an average annual increase of 13 million urban jobs, providing important support for improving livelihoods and economic development. Through practice, the understanding of the laws governing employment work in the new era has been continuously deepened, and much experience has been accumulated. This mainly includes: adhering to employment as the foundation of people's livelihoods; consistently implementing an employment-first strategy; relying on development to promote employment; combining the expansion of employment capacity with the improvement of employment quality; focusing on key groups' employment; promoting entrepreneurship to drive employment; fostering a fair employment environment; and building harmonious labor relations, among others. These experiences are invaluable and should be adhered to for the long term and continuously enriched and developed. Xi Jinping emphasized the need to unswervingly implement the new development philosophy, and more consciously make high-quality and full employment a priority goal for economic and social development, so that the process of high-quality development becomes a process of improving the quality and expanding the quantity of employment, thereby enhancing the employment-driving capacity of development. It is crucial to develop new quality productive forces adapted to local conditions, transform and upgrade traditional industries, cultivate and expand emerging industries, plan and build future industries, improve the modernized industrial system, and strive to create more high-quality jobs. Support should be given to industries and enterprises with strong job-absorbing capacities to stabilize and expand employment. In line with new trends in economic and social development and people's new expectations for high-quality living, vigorously develop new business forms and models, actively explore and cultivate new occupational series, and create new employment growth points. Strengthen the evaluation of the impact of major policies, major projects, and major productivity layouts on employment, and promote coordinated linkage and synergistic efforts among fiscal, monetary, investment, consumption, industrial, and regional policies with employment policies to build an employment-friendly development model. Xi Jinping pointed out the need to accelerate the formation of a modern human resource pool that is excellent in quality, abundant in quantity, optimized in structure, and rationally distributed, and to resolve the structural employment contradiction of mismatch between human resource supply and demand. Adapting to the new round of scientific and technological revolution and industrial transformation, scientifically assess human resource development trends, coordinate education, training, and employment, dynamically adjust the professional and resource structure of higher education, vigorously develop vocational education, and improve the lifelong vocational skill training system. Improve the supply-demand matching mechanism to ensure people are placed in suitable positions, utilize their strengths, and fully realize their potential, thereby enhancing employment quality and stability. Strengthen publicity and education to guide society in firmly establishing correct employment perspectives, opening up new employment opportunities with new career choices. Deeply analyze the reasons for labor shortages in some industries and address the problem of "people without work" by solving "work without people." Xi Jinping stressed the importance of improving employment support policies for key groups. Prioritize the employment of college graduates and other young people, create more jobs that allow them to utilize their knowledge and skills, encourage young people to engage in employment and entrepreneurship in key fields, key industries, urban and rural grassroots areas, and small and medium-sized enterprises, and broaden market-oriented and socialized employment channels. In conjunction with promoting new urbanization and comprehensive rural revitalization, prioritize both outward and local/nearby employment, adopt multiple measures to promote migrant worker employment, and guide talent returning to their hometowns and urban talent moving to rural areas for entrepreneurship. Stabilize the scale and income of employment for those lifted out of poverty to prevent large-scale return to poverty due to unemployment. Strengthen assistance for employment-challenged groups such as the elderly, disabled, and long-term unemployed, effectively utilize public welfare positions, and ensure dynamic zeroing of zero-employment families. Ensure the employment of veterans, women, and other groups. Xi Jinping pointed out the need to deepen reform of the employment system and mechanisms. Improve public employment service systems and enhance the public employment service network. Improve the entrepreneurship-driven employment guarantee system, optimize entrepreneurship services, and improve the quality of entrepreneurship. Establish a unified and standardized human resources market system, foster a fair employment environment, and ensure everyone has the opportunity to achieve self-development through hard work. Xi Jinping emphasized the need to strengthen the protection of laborers' rights and interests. Improve labor laws and regulations, regulate labor standards for new forms of employment, improve the social security system, and safeguard the legitimate rights and interests of laborers. Strengthen the protection of rights and interests for flexible and new employment forms, expand the pilot program for occupational injury protection, and promptly summarize experiences to form systematic policies. Strengthen market supervision and labor security inspection and enforcement, and effectively address irregularities such as employment discrimination, wage and social security arrears, and illegal layoffs. Xi Jinping concluded by stating that Party committees and governments at all levels must prioritize employment as a top livelihood issue, strengthen organizational leadership, improve institutional mechanisms, and enhance synergy in work. It is also crucial to accelerate the construction of China's employment theoretical system and effectively enhance China's international discourse power and influence in the field of employment.
